I actually think it IS a puppet as mentioned below… my Dad saw it and said we had one when I was a kid ( I remember having a regular plush but not puppet(. Either way, my dog ate them both according to Pops.

It’s a puppet. I had the same one as a kid. I loved it so much.
It’s a puppet. My wife has had the non-puppet version of this Phanatic doll since she was born in 1982. It no longer has pupils and freaks me out when I look at it.
