In the NBA rules, you only start counting steps after the ball has been gathered (the dribble is terminated), which in most cases is when both hands touch the ball.
When Lebron touches the ball with both hands, his right foot is on the floor. Then he takes a big step with left foot (1 step), small step with right foot (2 steps).
This exact play happens all the time and is not a travel per NBA rules.
