Looks like the artist might be [John M. Downs](https://en.m.wikipedia.org/wiki/John_M._Downs), who worked for decades as an artist at the Chicago Daily News and Chicago Sun-Times. He was really interesting, and there’s a great [Sun-Times](https://chicago.suntimes.com/2019/10/21/20881924/john-downs-artist-chicago-daily-news-sun-times-richard-speck-john-wayne-gacy) article about his life, including stuff about John Wayne Gacy, Richard Speck, and Lee Harvey Oswald.
