Well by googling who has worn #13, I can confirm this is Azeez Ojulari
Kind of looks like chuck bednarik but he didn’t wear a number with a 3 in it

Honestly, kinda looks like Nathan Fillion in Eagles gear….which would be **awesome**.
But, yeah, that’s a mystery. I originally thought it was maybe a Tommy McDonald or an Ernie Barnes enthusiast (look up Ernie Barnes “The Bench”, this is a similar style). But both those artists signed their work, no idea who “Shea” is (or is it “Sher”?) I can’t tell.
Edit: whoa, wait a sec! Could that be Norm Van Brocklin?! The HOF quarterback that led the Eagles to win the 1960 championship game?!

Artist according to Google image search is Dave Boss who was NFL Films artist. No idea who the player is.
I’m not a big art person but I can’t get over how good the face and hair look compared to how blocky and terrible the thigh/legs/helmet look. It’s like they were painted years apart lol
It’s 100% Vince Papale. The 8 in 83 is probably obscured and looks like 13.
