Jo-Hsi Hsu signed to play in NPB

He was posted this off season from CPBL to play overseas. Dodgers offered him a major contract but he declined it because Dodgers wanted him to be a relief pitcher. Instead, Softbank Hawks offered him a starting pitcher role.

Anyway, the point in the this article is, that Dodger was the only MLB team who offered him the contract. I think that Dodger was the only MLB team who knew even this guy exists. They are just head and shoulders above the rest in terms of intelligence on Asia market. Unless SF doesn't hire same level of guys in their FO, they wouldn't be able to compete against Dodgers.
