Ownership. The Bidwill dynasty are the worst owners in the league, if not of all time. Sure there are worse people and those who make worse decisions, see Snyder and Culverhouse. But the Bidwills know just how far they can go before there are any consequences thus can stay in power for nearly a century. After all, they helped create the rules of ownership.

Absolutely no incentive to win. I was told when I moved here that the Cardinals are a stepping stone to the NFL. They absolutely are that
Charles Bidwill purchased the team, then known as the Chicago Cardinals, from David Jones in 1933.
