Cap will absolutely never work without a floor.
I don’t think a cap will be implemented though. Maybe a second apron type solution like the NBA has but I doubt a hard cap is coming.

Marlins and Pirates need a higher salary floor. Needed that for years.

I don’t follow CBA negotiations very much, but I assume the players’ union would be against the cap without some type of floor. Who in their right mind would agree to “owners must spend less money”?

We all know this. The issue is that a floor won’t change as much as people might hope because the cheap owners would just spend up to that floor and then no more.
EVERY team, in EVERY city, CAN and are PERFECTLY able to spend like the dodgers. EVERY owner has enough cashflow to spend as much as the yankees and/or dodgers, and OUTSPEND em if they want to.
They don’t. By choice. It’s a calculated choice to put out a lower quality product.

Anyone with common sense would say we need a salary ceiling and a floor. Teams like the Yankees, Mets, and Dodgers shouldn’t be able to buy every player out there and teams like the Pirates and Marlins shouldn’t be able to get away with fielding a bunch of mostly nobodies and pocketing the revenue sharing money.
Well yeah that should go without saying. Only capping the ceiling benefits the teams who won’t or can’t spend way more. I don’t think anyone seriously expects to cap the upper limit but leave the floor bottomless

What they need to do is guarantee a certain % of revenue to the players.. But then there needs to also be a pool of money, maybe revenue sharing that goes to pay for player performance.
Free agents signed above a certain amount would not be eligible for the performance money, but everyone else would. So young players who do well would get a lot more money, but some players who do poorly would not.

Yes, Dave advocated for a floor, but he also seemed pretty happy with the idea of a cap and a good revenue sharing model.

But, gasp, some guys will have to make a lot of money to play in Tampa or Cleveland or Pittsburgh instead of all the high paid guys teaming up in like six cities. Less experienced guys will get paid more sooner. The vast majority of union membership will benefit from the salary floor spreading the butter across teams. A select few will continue to threaten to beat up the commissioner lest they lose nothing and their less elite teammates gain something.
