Why use 1500 PA and 500 IP when the generally agreed upon standard to be considered qualified for leader boards is 3000 PA and 1000 IP?

Why limit it to just starters rather than minimum innings pitched? Kenley Jansen and Craig Kimbrel are both *well* over Ohtani’s IP. If you’re going to include him (when he’s only thrown even low end starter innings 3 times in 8 years), then it seems like you should be including the relievers too, imo.
