Please no. Nothing against Kyler Murray but short quarterbacks notoriously struggle to see down field. Who's even considering this? Please let this be a rumor. And yes, there is a VERY good reason why Cleveland is over the cap. And that is because you have to PAY to get good talent to move to Cleveland. I hate saying it, but it's true.
Murray couldn't win with excellent skill position players. He would TOTALLY SUCK with the "talent" we have here.
