Found this video interesting in how it might apply to the Joe Hortiz experience. Could be part of the strategy of maximizing your picks, to maximize performance in the draft.
Note that IOL in FA > IOL in Draft but other positions of need like Edge, DT and corner all are draft >>.

Imo they go hand in hand kill the draft and fill in the gaps with quality FA’s/ trades that’s how the eagles, chiefs and Seahawks won recently
