Uvalde City Council members could advance a new public comment policy and an agreement for management of the Uvalde Memorial Golf Course at their Oct. 13 meeting.
The regular city council meeting will be held at 6 p.m. Oct. 13 in the Willie De Leon Civic Center’s Cactus Room, following a special meeting Oct. 8 that provided the first public update on the golf course. Reporting on that special meeting will be available on the Uvalde Leader-News website.
The city posted a notice in the Sept. 18 print edition of the Leader-News announcing its request for proposals for management of the course, with a 2 p.m. Oct. 6 deadline. The city received one bid, from L&L Links LLC, which will be reviewed by a scoring committee ahead of the Oct. 13 meeting.
City manager Joe Cardenas told the Leader-News that two people had picked up application packets ahead of the deadline.
Council first discussed the public comment policy proposal at a Sept. 22 meeting and postponed for review after council members debated the need for written rules beyond those provided by state law. Council member Con Mims proposed the five-page policy after emphasizing the need for posted rules that could clarify meeting proceedings for community members who wish to attend.
The Oct. 13 version of the policy includes the following additions:
The presiding officer, Uvalde’s mayor, may recognize additional speakers who did not sign the list or specify their intention to speak during public comments or on the agenda item.
“Booing, hissing, foot stomping” and “shouting, unruly behavior, distracting side conversations” are specified as forms of prohibited conduct, as is audible use of electronic devices.
The policy now specifies that written comments will not be read aloud during the meeting by council members or city staff. The revision was discussed during the Sept. 22 meeting.
Other business
Also from the Sept. 22 meeting, council members will revisit a proposed hangar lease agreement between the city and Six Eight Tango LLC, owned by Bruce Kingsbery, at Garner Field Airport. The item was postponed to update the tenant’s business name.
Council members will also nominate candidates to serve on the Uvalde County Appraisal District board, which is responsible for setting property values used to determine property taxes. Those nominated could be selected to replace Vicente Gonzales III and Rosemberg Risa III, whose terms expire Dec. 31, 2026.
Other entities that will nominate and vote on candidates include local school districts, Southwest Texas College, Uvalde County and the city of Sabinal.
Council members will also consider action to “revitalize” the animal welfare committee. The item, requested by Mims, also proposes revisions to city charter guidance on committee members.
The city will also hold a public hearing on an annexation request from property owner Beau Beza, who is seeking to remove 0.31 acres from city jurisdiction. The lot is bounded by Vanessa Street.
