The Los Angeles City Council on Tuesday called for a report on World Cup watch parties and fan festivals with an eye on identifying areas of improvement as Los Angeles prepares to host the 2028 Olympic and Paralympic Games.
In 13-0 vote, the council approved a motion introduced by members Monica Rodriguez and Eunisses Hernandez for an analysis of planning and execution of the World Cup watch parties. The council instructed top city officials and the Department of Recreation and Parks to provide an overview of all city-supported World Cup events with details of attendance estimates, locations and participating departments.
The report is expected to provide insight on the following:
— As assessment of public safety operations and crowd management
— A review of any traffic management
— An assessment of ADA compliance and accommodations for visitors with disabilities
— Multilingual communications for outreach
— A summary of community outreach efforts and feedback from residents, businesses, neighborhood councils and attendees
— Local business activity associated with the events
— A review of permitting processes and recommendations to improve efficiency for future large-scale public events
— An assessment of all city costs or reimbursements associated with the events
— Recommendations for improving planning, coordination, communications, sustainability and operational readiness for future international sporting events and large public gatherings
“The LA28 Games are expected to welcome approximately 15,000 Olympic and Paralympic athletes, millions of spectators and billions of viewers worldwide, making coordinated planning and operational readiness critical to the city’s success,” the motion said. “Capturing these best practices and identifying areas for improvement will strengthen the city’s readiness and ensure a safe, welcoming and memorable experience for residents and visitors alike.”
In a similar 13-0 vote, the council also directed the chief administrative officer to prepare instructions for an expenditure related to the Youth Sport Partnership Agreement. The LA28 Organizing Committee has partnered with the city on sports programs to enrich the lives of LA youth.
Council members instructed the Department of Recreation and Parks to report on possible subsidies to ensure that the PlayLA Youth Sports Partnership continues after the conclusion of the 2028 Games.
The council also requested a report on the status of planning for the LA28 Cultural Olympiad within 60 days. Rodriguez asking for a comprehensive update to ensure the Cultural Olympiad reflects the “extraordinary diversity of Los Angeles, and provides equitable opportunities for participation by artists, cultural organizations, and communities throughout the city,” according a motion she introduced on Aug. 4.
“Programming should be inclusive of the city’s cultural, ethnic, and artistic diversity while also ensuring geographic diversity by supporting activities in neighborhoods across Los Angeles, not solely within Olympic competition venues or major tourist destinations,” the motion stated. “A citywide Cultural Olympiad will help create a lasting cultural legacy that benefits residents in every Council District before, during and after the LA28 Olympic and Paralympic Games.”
The Cultural Olympiad is an initiative highlighting the host country’s culture such as through fashion, film, food, music, performance and visual art. Culture is recognized by the International Olympic Committee as one of the three pillars of Olympism, alongside sport and education.LA Council Seeks Report to Improve Watch Parties for 2028 Olympics
