Luzardo has upside. Marlins are not a great place for developing pitchers due to their lack of offense and injuries.

Imagine…Trade Bo (unsure return but futures..and save 15 million…but he is a florida guy so maybe part of Lazardo trade), Jimenez to SS. Next Sign Kim from the padres to play 2nd. Next the jays panic and pay Bregman. So the Outfield would be sketchy with no power but you have Kirk Vlad Kim Jimenez Bregman on the Infield. Probably the best Infield in baseball. Again no money for Santander etc in this scenerio…..That is unless they go up in payroll and cant sign him too.
In the above Scenerio…the Jays would actually probably compete next season…and then if they move on from Vlad too they would probably still field a competetive team post vlad.
