There needs to be a tax exemption clause in the CBA such that teams get a bonus spend allowability based on the lowest nhl team's tax rate which is zero…therefore Montreal and Toronto etcetera should get a percentage of cap based on income tax higher then total cap then Florida based on their taxes.
Also…we can't keep all these prospects in the minors forever. Even based on allowable number of contracts in the NHL and AHL some of them have to go at some point. Trade them or trade expendable players at the NHL level to make room for them. This helps to shorten the rebuild time by acquiring established players who can help right now and it will help with the development of the young players who need the leadership from the vets. Lastly, by combining the vast number of picks, prospects and UFA's we have the opportunity to make trades that defer picks to future years that will help lengthen the teams time at the "top" and still have decent picks and prospects to work with in the future instead of trading away everything for a run and have nothing to stop a hard crash at the other end of it. Look at the many examples of this bad management strategy in every league in all sports.
