That's a bold strategy because if they don't draft a QB in the first round, the front office and the coaching staff may very well get fired before they even get a chance to draft a QB in the first round. Kirk Cousins looked very washed up at the end of his time in Atlanta. His arm was incredibly weak and he was playing in a dome. He'll be a year older and he'd playing outside in Cleveland. Kirk Cousins could be terrible, the Browns could lose a lot of games, and I don't know how you sell bringing everyone back to a fan base that is already irate, especially when they are trying to gain public support for a new stadium.
