Do the Cleveland Browns have the WORST ROSTER in the entire NFL? | PFF Rankings
Pro Football Focus (PFF) has ranked the Cleveland Browns’ roster as the worst in the NFL heading into the 2025 season, placing them 32nd out of 32 teams. This assessment follows a disappointing 3–14 season in 2024, during which the Browns’ offense struggled significantly, ranking last in both PFF grade and Expected Points Added per play. PFF’s evaluation cites concerns over the team’s quarterback situation, an aging offensive line, and a receiving corps considered among the league’s weakest.
Despite these challenges, the Browns possess notable talent on defense, with players like Myles Garrett, who recently signed a four-year extension, and Pro Bowlers Denzel Ward and Jerry Jeudy. However, the team’s reliance on unproven players in key offensive roles and the uncertainty surrounding the quarterback position contribute to the low ranking. PFF projects veteran Joe Flacco as the starting quarterback, but the competition remains open with Kenny Pickett, Shedeur Sanders, and Dillon Gabriel also in contention.
While the PFF ranking is concerning, it’s important to remember that preseason evaluations are not definitive. The Browns have the opportunity to surpass expectations if their young players develop and the team stays healthy. The defense’s strength could provide a foundation for success, but the offense must improve to change the narrative. As the season progresses, the Browns will need to demonstrate resilience and growth to alter perceptions and compete effectively in the AFC North.

Yea Andrew Berry is a terrible gm. Dorsey was a great gm. He built one of the best rosters in the nfl top 11 according to pff. And Andrew berry has slowly destroyed that good roster over the last 6 years. Dorsey drafted probowlers like baker, ward, chubb all withing his first 4 draft picks here… After 6 drafts berry has only drafted 1 alternate probowler lol

Why not go room by room and discuss this intelligently instead of just pissing and moaning?
QB: A huge question mark, but they have to be better than last year. Contrary to common belief, the pass game was not significantly worse in 2024 than it was in 2023. They fell from 19th in total yards in 2023 to 22nd in 2024 and from a passer rating of 73.7 to 71.4. They threw the same number of INTs. There was a league-wide decline in passing efficiency in 2024.
RB: The run game went from 12th in 2023 to 29th in 2024. It's one of the primary reasons for the Browns fall from 11-6 to 3-14. With Quinshon Judkins and Dylan Sampson they are going to be significantly improved. Another reason for optimism is returning to the 2023 run scheme and the departure of Ken Dorsey and Andy Dickerson.
WR: It's hard to evaluate these guys because of the QB play. I don't care what PFF says, Jerry Jeudy was 12th in the league in catches and total yards. There's no way he's not a top-32 WR. Even if Diontae Johnson doesn't work out, they will be fine at WR. Cedric Tillman has shown he can be a competent WR2. In the games he started in 2024 he averaged 7 targets, 4.5 catches, and 56 yards per game. Projected over a full season that would be 119 targets, 76 catches, and 952 yards, which would be excellent WR2 numbers. Imagine what he could do with competent QB play.
TE: Harold Fannin, Jr. is a significant upgrade to the position. They'll call him a TE but he will line up all over the formation just like he did at BG. He will be their TE and WR3 at the same time.
OL: The Browns significantly upgraded the depth on the OL with Teven Jenkins and Cornelius Lucas. Getting rid of Ken Dorsey and Andy Dickerson is addition by subtraction. Dawand Jones looks like he's recovered from injury and showed up to OTAs in great shape.
DL: The Browns massively upgraded the depth and skill level on the DL with Mason Graham, Maliek Collins, and Joe Tryon. Mike Hall, Jr. was only 20 last year and was hampered by suspension and injury. I expect significant improvement from him. If this DL reaches its potential, the whole D will look better.
LB: The loss of JOK was the single biggest blow to the D last year. We can only hope Carson Schwesinger can fill some of that gap. Unless or until he emerges as a legit star, this is the only room that looks worse on paper to me.
DB: Martin Emerson is the key to this room. If he returns to 2023 form, they'll be fine.
ST: Dustin Hopkins went from 92% FGs made to just 67%. Along with the huge drop in the run game, he is one of the reasons for the Browns decline in 2024. He fell from 11th in the league in FG% in 2023 to 34th in 2024.
2024 was the perfect storm of bad QB and RB play, TO margin, injuries, bad offensive coaching, lack of depth, especially at RB and in the OL, and bad kicking. The Browns have addressed every one of those issues in the off season. The QB room is entirely new. The OC and OLC have been replaced. They added two RBs and two OL. If they can get league average play out of the QB position this year, the Browns will not be drafting in the top-10 next year.

This is daftness. The browns were terrible last year. So their PFF grades will be terrible. It is not a measure of the roster, which I’m sure the year before wasn’t number 32. So frankly this was used a as a conversation driver to say what you wanted to say. Dull.
Jay…don't forget the draft picks we lost in the Watson disaster. Berry may not be the greatest, but I do like his draft this year.
I would not say that the Browns have the worst roster in the entire NFL, because they do have some good players in Myles Garrett, Denzel Ward, David Njoku, Grant Delpit, Jerry Jeudy, Joel Bitonio and Wyatt Teller. And they do also have a promising rookie class coming in. I don't think they are the worst roster, but I think they are definitely in the bottom third of the league in terms of depth at key positions. I also think that it is time that they rebuild that offensive line and wide receiver room.

But Stefanski instead of running a play action offense utilizing the best running back in the NFL and Watson legs and Arm putting massive pressure on the defense. Coach Stefanski runs the horrible , predictable , "Stefanski shotgun" and Watson got the blame because Stefanski did it to accommodate Watson. Huh??????

Browns, Steelers, Jets, Jaguars, Titans, Raiders, Panthers, Giants, Patriots, Bears all have bad offenses. Steelers and Browns should have a good defense, but Panthers, Jaguars, Giants, Patriots and Bears are going to be bad on both sides.
Somehow everyone assumes Pittsburg's going to be better at QB than the Browns despite them not even having a real QB on the roster.
I wouldn't count not having a clear starting running back against the Browns. Teams succeed splitting carries, if anything, they are less at risk to injury.
The Browns were the 2nd worst team last season. That's why they had the #2 pick in the draft.
The Jags drafted the best QB available, and by rule they should at least move up 1 roster spot with the potential of being better.
The Browns on the other hand, traded down and one could argue didn't even take the 5th best player in the draft. They currently have 0 QBs, but we all like to think they have 4 of them.
They deserve the 32nd rank, and probably could be lower if we factor in college teams as well.
It isn't fair to hold PPF's ranking of the Browns roster against Berry. PFF is consistently wrong and their criteria likely changed. If the weatherman said May will be sunny and beautiful and it was cold and rainy and the same weather man says June will be cold and rainy, don't complain the weather is getting worse – watch a different forecast.
