From what the governor has said, it seems like he’s using the remaining bill on Soldier Field, the remaining lease, and their need for infrastructure funding to push this back to Chicago and get them to pay for the stadium in its entirety. It’ll be interesting to see how it plays out, but the Bears have no play without the infrastructure funding and that bill is DOA.
I’m going to keep saying this until I’m wrong or right, but the Bears are acting like the whiny girlfriend threatening to leave and the city is acting like the boyfriend not looking up from his video games to care.

it’s behind a paywall but i get the jist. they want $855 million in infrastructure for roads, train, etc. That kind of stuff actually should be paid for by the state. Like what? the bears are going to start building public roads? a new metra/amtrak stop? absolutely not. the Trib thinks that this is just the bears asking for tax payer money with extra steps but really, no, they aren’t.

They say the decision is made but there won’t be a real one until the next election when they can get a mayor who will play ball. There’s not shot at Brandon Johnson getting relected again, there’d be a better shot at Lori getting back before this guy wins again. But i digress they are waiting on a mayor who will play ball and give them the tax credits to keep the stadium in Chicago. Otherwise im pretty sure once the Bears leave the city then that little clause about no two football teams in the city is a goner and we can get a new team in the city who actually wants to win with a brand new renovated done stadium on the lake ready to go.

So, the Bears can turn a $855M investment into $1.3B in tax revenue over 40 years? They must be financial wizards. /s Because the average investment firm, squeaking out a paltry 3% yearly return (think: bonds or other low-risk, safe investments) would need (checks calculator….) only 13 years to get to that same $1.3B. After 40 years, that same crappy 3% investment on $855M would be worth almost $2.8B. It’s this type of thinking that has kept the Bears from doing anything great for the last 40 years. Real owners would just do what they needed to do and not look for handouts that make no sense to the public.
The worst part about this whole deal is the “tax certainty” mega development bill in Springfield. More Corporate welfare. Shifts major amounts of tax liability $$$ to average Joe business and homeowners. Something tells me there’s a back room deal to pass this bill.
“Here’s how it works. The bill locks in assessed values of designated megaprojects for 23 to 40 years, while the real property values continue to climb. A parcel bought for $200 million but later built into a $5 billion complex would still be taxed on just the $200 million figure. That’s approximately a 96% tax reduction.
A $5 billion development in Arlington Heights would normally owe about $238.5 million per year in property taxes. With its equalized assessed value frozen at $200 million, it would pay only about $9.5 million per year, resulting in a break of $229 million per year. Over a 40-year designation (excluding the seven-year “investment” period), the developer’s break could easily exceed $7.5 billion.”
Illinois is currently in a prolonged battle that no matter how you side politically, it is objective to state there is a battle between the American military potentially entering Chicago while the state is using legal discourse to prevent it.
There could not be a worse possible time to have a professional football team knocking on the state’s door asking for massive sums of money to build a stadium.
IMO this entire deal is dead in the water for the forseeable future short of the family funding all of it, or more likely selling a major portion of the team to a billionaire or private investment who will build it and keep all the $

This development outside of the stadium is much more modest than most people believe. Its 20 5+1 Apartments worth of housing. Its a a slightly bigger strip mall worth of retail than the Target next to the Rosemount Horizon. Its a 10 story building worth of office space.
There projections are not close to reality. If the economic reports are saying after 40 years there is a less than 400 million return it means there will never be a return in reality before even accounting for debt service.
If the Bears can fund this themselves go for it but there is no where close to enough economic benefit for the state to give them any special treatment.
I mean I’ve always said that Lincoln yards is looking nice and empty and it’s kind of actually adjacent to 94…..but what do I know?
This whole protracted back and forth has been so incredibly lame and classic bears, doing business like it’s 50 years ago.
