  1. At a certain point players that have been in the minors for awhile without being added to the 40 man roster are eligible for this draft. If they’re picked they must stay on that team’s MLB roster for the whole season or be offered back to the original team.

  2. Rule 5, AKA Akil Badoo for the twins, generally they don’t end up being much, but there are maybe 5 notable (MLB) players currently that have been a rule 5. A lot of minor league clubs have rule 5 players who didn’t pan out in the MLB but have fruitful minor league careers.

  3. If a player has been off the 40 man roster for 4-5 years, another team can take them. When a player is chosen, their new team has to keep them on the 40 man roster and they have to stay in the majors all year, otherwise they revert to their original team.

    It’s designed to stop teams from hoarding talented players in their minor league systems.

  4. The details aren’t important, the point is it’s a way of forcing teams to not stash decent minor league players and prevent them from ever having a shot. Like imagine you’re a promising but young shortstop in the Orioles system during Cal Ripkens peak. You might be major league quality but be trapped. Rule 5 is a way of forcing teams to expose you to other teams. That’s it.
