Texas Rangers arrested two attorneys in San Patricio County on Nov. 12 on charges of barratry, law enforcement have confirmed.
A grand jury in the 36th Judicial District Court in July indicted Allison Minton Skipper, an assistant county attorney in the San Patricio County Attorney’s Office, according to the indictment filed in San Patricio County court.
The Texas Rangers took Allison Skipper and her husband, Shaun Scott Skipper, into custody on Nov. 12 and booked them into the San Patricio County Jail, said Texas Department of Public Safety Sgt. Harold “Rob” Mallory.
According to a copy of the indictment, Allison Skipper solicited a prospective client, Daisy Baker, on Aug. 13, 2024, offering legal representation arising out of a family matter involving Baker.
Allison Skipper intended to obtain employment for her husband by providing legal services to Baker, the document said.
Barratry, a criminal offense defined by Texas Penal Code 38.12, involves the illegal solicitation of clients by attorneys or other professionals and is often referred to as “ambulance chasing.”
Her conduct was a violation of the Texas Disciplinary Rules of Professional Conduct or any court rule, the indictment said.
Allison Skipper and Shaun Skipper were released on bond.
Texas Rangers were asked to investigate the case, Mallory said.
