The team projects nearly 12,000 on-site jobs, millions of annual visitors and $34 billion in direct economic impact over 30 years, figures that have not been independently verified.<\/p>\n<p style=\"text-align: justify;\">The website includes concept renderings depicting a modern, enclosed ballpark surrounded by a dense, pedestrian-oriented district organized into four themed areas.<\/p>\n<p style=\"text-align: justify;\">Champions Quarter includes the stadium and adjacent entertainment and retail. Innovation Edge integrates Hillsborough College facilities with health, sports science and workforce development spaces. The Canopy is described as a parkside neighborhood emphasizing greenery and community gathering areas. The Row is envisioned as a signature street designed to connect the campus and encourage walkability.<\/p>\n<p style=\"text-align: justify;\">The Rays are also promoting an early-access program that allows fans to secure priority seating and early access to ticket inventory in exchange for a $19.98 deposit, a reference to the franchise\u2019s founding year.<\/p>\n<p><a href=\"https:\/\/www.fau.edu\/r1?utm_source=banner&amp;utm_medium=website&amp;utm_campaign=florida_politics_feb10&amp;utm_id=fau100&amp;utm_content=728x90\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-721283\" src=\"https:\/\/www.rawchili.com\/mlb\/wp-content\/uploads\/2026\/02\/FloridaAtlantic-728x90-R1-scaled.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"wp-image-778487 size-medium\" src=\"https:\/\/www.rawchili.com\/mlb\/wp-content\/uploads\/2026\/02\/ballpark-B7b4t69K-640x484.jpeg\" alt=\"\" width=\"640\" height=\"484\"  \/>Image via Tampa Bay Rays.<\/p>\n<p style=\"text-align: justify;\">The release of the website and concept art comes as negotiations over the Rays\u2019 future in Tampa Bay accelerated sharply in recent weeks.<\/p>\n<p style=\"text-align: justify;\">On Jan. 20, Hillsborough College\u2019s Board of Trustees unanimously approved a nonbinding memorandum of understanding authorizing staff to begin negotiations with the Rays. College officials emphasized that the vote did not commit the institution to a final deal, but opened a negotiation window. Binding agreements would require Board approval at a future public meeting.<\/p>\n<p style=\"text-align: justify;\">The Hillsborough County Commission followed on Feb. 4, unanimously authorizing County Administrator Bonnie Wise to begin formal negotiations with the Rays and their partners over potential public funding for the project. While Commissioners stressed the vote did not guarantee any financial commitment, debate quickly sparked over whether Community Investment Tax (CIT) revenue \u2014 a voter-approved sales tax \u2014 could play a role.<\/p>\n<p style=\"text-align: justify;\">Several Commissioners warned that voters were assured the tax would not be used to build new professional sports facilities, while others argued negotiations cannot proceed without CIT funds.<\/p>\n<p style=\"text-align: justify;\">State officials have also stepped into the conversation. Image via Tampa Bay Rays.<\/p>\n<p style=\"text-align: justify;\">Gov. <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/gov-ron-desantis\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ron DeSantis<\/a> publicly endorsed the Dale Mabry concept during a Feb. 3 press conference at the campus, <a href=\"https:\/\/floridapolitics.com\/archives\/777624-gov-desantis-steps-up-to-the-plate-on-rays-stadium-talks-with-hillsborough-college\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">signaling support for state involvement<\/a> that does not include direct ballpark funding. Appearing alongside MLB Commissioner Rob Manfred, Rays CEO Ken Babby and Hillsborough College President Ken Atwater, DeSantis outlined potential state participation through land transfers, campus reinvestment, transportation improvements and infrastructure support.<\/p>\n<p style=\"text-align: justify;\">The renewed push in Hillsborough County comes as the <a href=\"https:\/\/floridapolitics.com\/archives\/766865-the-tampa-bay-rays-are-rounding-third-toward-a-2026-return-to-tropicana-field-as-dome-repairs-wrap-up\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rays prepare to return to Tropicana Field<\/a> in St. Petersburg in 2026, following extensive repairs after hurricane damage forced the team to spend the 2025 season playing home games at <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/steinbrenner-field\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Steinbrenner Field<\/a> \u2014 located immediately adjacent to the Dale Mabry campus.<\/p>\n<p style=\"text-align: justify;\">Under the team\u2019s existing agreement, St. Petersburg is contractually obligated to keep Tropicana Field playable through 2028, effectively setting 2029 as the earliest possible opening window for a new stadium elsewhere in the region. St. Petersburg Mayor <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/ken-welch\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ken Welch<\/a> and other local officials have called that timeline aggressive, though Welch has indicated the city is willing to extend the Rays\u2019 lease if necessary.<\/p>\n<p style=\"text-align: justify;\">St. Petersburg is also evaluating proposals to <a href=\"https:\/\/floridapolitics.com\/archives\/777730-nine-proposals-submitted-for-historic-gas-plant-redevelopment-as-st-pete-weighs-future-of-tropicana-field-site\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">redevelop the Tropicana Field site<\/a> at the city\u2019s Historic Gas Plant District, which once appeared poised to remain the Rays\u2019 long-term home before <a href=\"https:\/\/floridapolitics.com\/archives\/748721-st-pete-officially-terminates-stadium-deal-with-tampa-bay-rays\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">negotiations collapsed<\/a> and the franchise <a href=\"https:\/\/floridapolitics.com\/archives\/758673-tampa-bay-rays-officially-under-new-ownership-as-stadium-questions-continue\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">changed ownership<\/a>.<\/p>\n<p style=\"text-align: justify;\">The Dale Mabry campus proposal remains in its early stages, but has been bolstered this week by recent political endorsements and preliminary negotiations with local and state officials.
