A former lawyer, Welch built his political brand on coalition-building and a methodical, consensus-driven approach to governance, earning support that has kept him in public office for decades.<\/p>\n<p style=\"text-align: justify;\" data-start=\"462\" data-end=\"969\"><a href=\"https:\/\/www.stpete.org\/news_detail_T30_R258.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">He took office promising<\/a> to equitably redevelop his former neighborhood, the Gas Plant District, and to mitigate the impact of sea-level rise and climate change. City Council member <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/brandi-gabbard\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Brandi Gabbard<\/a>, former Fire Chief <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/jim-large\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Jim Large<\/a>, Shore Acres Neighborhood Association President <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/kevin-batdorf\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Kevin Batdorf<\/a>, and perennial candidates <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/paul-congemi\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Paul Congemi<\/a> and <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/maria-scruggs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Maria Scruggs<\/a> have all entered the contest. Former Gov. <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/charlie-crist\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Charlie Crist<\/a> is also widely expected to join the race, though he has not yet filed.<\/p>\n<p style=\"text-align: justify;\" data-start=\"462\" data-end=\"969\">Even amid challenges, Welch\u2019s influence remains substantial. As Mayor, he still controls the city\u2019s policy agenda, budget priorities and the direction of major redevelopment efforts \u2014 placing him at the center of decisions that will shape St. Petersburg for decades.<\/p>\n<p style=\"text-align: justify;\" data-start=\"462\" data-end=\"969\">For now, Welch remains a central figure in shaping the future of one of Tampa Bay\u2019s largest cities, and his supporters remain ardent defenders of his work.<\/p>\n<p style=\"text-align: justify;\" data-start=\"462\" data-end=\"969\">\u201cMayor Ken Welch leads with intention, and a clear focus on delivering for the people of St. Petersburg,\u201d Mercury Public Affairs Managing Director Ashley Bauman said. \u201cHe\u2019s bringing accountability to long-standing priorities like the Gas Plant District, expanding housing options, and strengthening public safety. His approach is steady, community-driven and focused on results, and this recognition reflects that.\u201d<\/p>\n<p style=\"text-align: justify;\" data-start=\"462\" data-end=\"969\">However, a <a href=\"https:\/\/floridapolitics.com\/archives\/787566-charlie-crist-leads-ken-welch-everyone-else-in-poll-of-st-pete-mayoral-race-2\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">recent poll<\/a> \u2014 commissioned by a political committee supporting Crist \u2014 offered the clearest signal yet of the shift in Welch\u2019s approval among residents themselves. His approval rating is hovering just below 40%, leaving little margin for error for an incumbent just months out from Election Day.\u00a0<\/p>\n<p><a href=\"https:\/\/www.scottsingerusa.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-785083 size-full\" src=\"https:\/\/www.rawchili.com\/mlb\/wp-content\/uploads\/2026\/04\/Unknown-scaled-e1773409047204.jpeg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">The challenge is not just polling, it\u2019s financial. Welch has been forced to reset his campaign after an alleged <a href=\"https:\/\/floridapolitics.com\/archives\/782635-yolanda-brown-barred-from-dem-fundraising-platform-after-alleged-theft\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">$207,000 theft<\/a> from a political committee tied to his re-election effort by its former Treasurer, prompting the creation of a new committee \u2014 <a href=\"https:\/\/floridapolitics.com\/archives\/780390-facing-challenges-again-ken-welch-launches-third-political-committee\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">his third<\/a> since first running for Mayor.<\/p>\n<p style=\"text-align: justify;\">The episode has now added another layer of scrutiny to his operation and a major financial hurdle for the campaign. The incumbent amassed just under $220,000 in the first quarter this year, entering April with just under <a href=\"https:\/\/floridapolitics.com\/archives\/790017-ken-welch-brings-in-just-under-220k-in-q1-but-still-falls-further-behind-charlie-crist-in-fundraising\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">$193,000 on hand<\/a>.<\/p>\n<p style=\"text-align: justify;\">The political landscape around Welch may be shifting, but he still has a tight-knit <a href=\"https:\/\/floridapolitics.com\/archives\/786320-ken-welch-re-election-bid-racks-up-endorsements-from-st-petersburg-community-leaders\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">group of allies<\/a> in his corner.\u00a0Supporters say Welch has stayed true to the priorities he outlined from the start of his tenure, giving them reason to trust that Welch can finish what he\u2019s started with another term in office.<\/p>\n<p style=\"text-align: justify;\">They recognize that the <a href=\"https:\/\/floridapolitics.com\/archives\/787684-gas-plant-district-redevelopment-proposal-reviews-in-st-petersburg-converge-on-3-leading-developers\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Gas Plant District redevelopment<\/a> effort is <a href=\"https:\/\/floridapolitics.com\/archives\/768296-the-gas-plant-is-in-his-fingernails-supporters-rally-behind-ken-welch-as-re-election-bid-looms\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">deeply personal<\/a> for Welch and central to his vision for the city. His administration has pushed to move forward with selecting a development partner despite some resistance by the City Council \u2014 <a href=\"https:\/\/floridapolitics.com\/archives\/778283-st-pete-council-backs-brandi-gabbard-push-for-ken-welch-to-pause-gas-plant-district-redevelopment-talks\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">spearheaded by Gabbard<\/a> \u2014 arguing that the site has <a href=\"https:\/\/floridapolitics.com\/archives\/778105-ken-welch-fires-back-at-proposed-gas-plant-pause-the-planning-has-been-extensive\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">already undergone years of planning<\/a> and that further delays risk repeating decades of inaction. <\/p>\n<p style=\"text-align: justify;\">Welch is also standing at the forefront of local officials rallying support for an estimated $600 infrastructure bond that is meant to appear before voters during the August city election \u2014 on the same ballot as his re-election bid. Beyond the bond proposal, Welch has also consistently prioritized housing affordability, workforce development and infrastructure investment throughout his term in office.<\/p>\n<p style=\"text-align: justify;\">\u201cA servant leader requires patience, an aptitude for engaging in difficult conversations, empathy and apathy, and a huge dose of love for the community you serve,\u201d Pinellas County Commissioner <a href=\"https:\/\/floridapolitics.com\/archives\/tag\/rene-flowers\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-wpel-link=\"internal\">Rene Flowers<\/a> said. \u201cMayor Welch has exhibited all of the above. I can think of no one better to have this honor bestowed upon them. Congratulations, my friend.\u201d<\/p>\n<p style=\"text-align: justify;\">Welch also hopes to mobilize his supporters in favor of a proposed <a href=\"https:\/\/floridapolitics.com\/archives\/780887-ken-welch-pushes-600m-infrastructure-bond-vows-progress-on-gas-plant-district-during-state-of-the-city-address\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">$600 million infrastructure bond<\/a> aimed at addressing stormwater, sewer and neighborhood resilience needs.<\/p>\n<p style=\"text-align: justify;\">Welch himself has recognized that it is unusual for a Mayor seeking re-election to also campaign in favor of a bond referendum appearing on the same ballot. But true to form, he believes the matter is too important to St. Petersburg not to \u2014 especially after hurricanes in 2024 exposed coastal <a href=\"https:\/\/floridapolitics.com\/archives\/754334-feds-approve-st-pete-action-plan-for-long-term-storm-recovery\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">resiliency needs throughout the city<\/a> and much of coastal Florida.<\/p>\n<p style=\"text-align: justify;\">The city has not finalized details about the bond proposal, but it will likely have a real imprint on the mayoral election at the polls. Welch\u2019s support could be pivotal for the measure\u2019s chance of success, making the bond another test of his standing with voters outside of his own race for re-election.<\/p>\n<p style=\"text-align: justify;\">Welch still carries significant clout, landing him squarely on this year\u2019s list of on the list of Tampa Bay\u2019s Most Powerful Politicians. But Welch is no longer setting the pace in his own race, polling behind a candidate who has not even declared, causing him to slip out of the Top 10 this year. The biggest question is how Welch performs on Election Day, and whether he will still hold a spot on this list next year.<\/p>\n<p style=\"text-align: justify;\">___<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">As for methodology, the Tampa Bay region is defined as Pinellas, Hillsborough and Pasco counties, with Hernando, Polk and Sarasota included when their elected officials impact Pinellas or Hillsborough.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">A politician is defined as someone currently in office or actively running for office.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Panelists ranked their Top 25, with a first-place vote earning 25 points, second place earning 24, and so on down to 1 point for 25th.
