{"id":760238,"date":"2026-07-24T13:24:20","date_gmt":"2026-07-24T13:24:20","guid":{"rendered":"https:\/\/www.rawchili.com\/mlb\/760238\/"},"modified":"2026-07-24T13:24:20","modified_gmt":"2026-07-24T13:24:20","slug":"its-beyond-frustrating-jane-castor-scoffs-at-tampa-city-council-for-blocking-rays-land-use-review","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/mlb\/760238\/","title":{"rendered":"\u2018It\u2019s beyond frustrating\u2019: Jane Castor scoffs at Tampa City Council for blocking Rays land-use review"},"content":{"rendered":"<p style=\"text-align: justify;\">Tampa Mayor Jane Castor sharply criticized the City Council after members blocked a land-use amendment needed to advance the proposed Tampa Bay Rays stadium district through state review.<\/p>\n<p style=\"text-align: justify;\">The Council <a href=\"https:\/\/floridapolitics.com\/archives\/809107-a-waste-of-time-tampa-city-council-blocks-state-review-of-rays-district-plan\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">voted 4-3<\/a> Thursday night not to transmit the amendment for Hillsborough College\u2019s Dale Mabry campus to the Florida Department of Commerce and other state agencies. The decision does not formally reject the ballpark or its financing package, but it halts a review process that was expected to bring the amendment back for final consideration in September.<\/p>\n<p style=\"text-align: justify;\">The decision reflected frustration among Council members that much of the negotiation has been handled through Castor\u2019s administration rather than through direct discussions with the body of elected officials who ultimately vote on the deal. They argue the Mayor\u2019s office is not authorized to negotiate on behalf of the CRA.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s beyond frustrating that as city and county leaders are working tirelessly to hammer out an equitable deal to bring the Rays to Tampa, City Council members want to halt our efforts in their tracks,\u201d Castor said. \u201cSome of them clearly are intent on killing the Rays plan even before negotiations are done and an agreement is ready for review. \u201c<\/p>\n<p style=\"text-align: justify;\">Council Member Lynn Hurtak moved not to transmit the amendment after questioning whether the proposed Regional Mixed Use-100 designation was appropriate for most of the roughly 122-acre property.<\/p>\n<p><a href=\"https:\/\/www.allegiant360.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-678805 size-full\" src=\"https:\/\/www.rawchili.com\/mlb\/wp-content\/uploads\/2026\/07\/Sunburn-Ad-728x90-1-e1718033295481.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">Council members Hurtak, Bill Carlson, Guido Maniscalco and Charlie Miranda supported the motion. Council Chair Alan Clendenin and Council members Luis Viera and Naya Young\u00a0 voted against it.<\/p>\n<p style=\"text-align: justify;\">The amendment would change the property from Public\/Semi-Public to mixed-use categories that could accommodate residential, commercial, office and entertainment development surrounding a proposed ballpark and reconfigured Hillsborough College campus.<\/p>\n<p style=\"text-align: justify;\">Transmission would not have approved those development rights or committed Tampa to the Rays deal. It would have allowed state agencies to review the proposal before it returned to Council for additional public hearings and an eventual vote.<\/p>\n<p style=\"text-align: justify;\">Castor argued that blocking the procedural step could leave Tampa with less influence over the project.<\/p>\n<p style=\"text-align: justify;\">\u201cIt defies common sense that City Council members would prefer to have no say in the benefits a Tampa Rays project would bring to our city, and instead punt it\u00a0 to the county to work out,\u201d she said.<\/p>\n<p><a href=\"https:\/\/www.votericksingh.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-805926 size-full\" src=\"https:\/\/www.rawchili.com\/mlb\/wp-content\/uploads\/2026\/07\/RSleaderboard.gif\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">The land-use vote came hours after the Tampa Community Redevelopment Agency \u2014 which is composed of City Council members \u2014 <a href=\"https:\/\/floridapolitics.com\/archives\/809136-tampa-cra-drops-august-tampa-bay-rays-discussion-as-board-awaits-direct-negotiations\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">removed discussion<\/a> of the proposed $100 million contribution to the stadium project from its Aug. 20 agenda.
