[\u00a0DIRK SHADD  |  Times\u00a0]<\/p>\n<p class=\"\">Her foundation, in partnership with the Tampa Bay Times hosted a community conversation Tuesday night to discuss what the city\u2019s most hotly-debated vacant lot could become, without baseball.<\/p>\n<p class=\"\">Five experts joined a panel moderated by Colleen Wright, a reporter for the Tampa Bay Times who covers the City of St. Petersburg. They were:<\/p>\n<p>Jillian Bandes, a local developer and executive board member at Urban Land Institute Tampa BayMozell Davis, a longtime educator and 92-year-old native of St. PetersburgErica Hall, a community organizer and member of the Sierra Club\u2019s board of directorsPeter Kageyama, urbanist and author of \u201cFor the Love of Cities\u201dElizabeth Strom, an associate professor at the University of South Florida who teaches about the role arts and entertainment plays in cities and affordable housing.<\/p>\n<p class=\"\">Here are some of the biggest takeaways from the discussion. <\/p>\n<p>The community must play a role in development <\/p>\n<p class=\"\">What started as a robust community benefit agreement as part of the last stadium deal ended up getting \u201cwatered down,\u201d in favor of the interests of business owners and developers, said Hall. <\/p>\n<p class=\"\">This time around, she would like to see a more inclusive planning process that is spearheaded by a diverse collective of neighbors, not just the people who stand to make money off the project.<\/p>\n<p><img decoding=\"async\" alt=\"Erica Hall, Sierra Club Board of Directors, addresses the audience during the Tampa Bay Times Spotlight Beyond Baseball at the Foundation for a Healthy St. Petersburg's Center for Health Equity 2333 34th St. S., on Tuesday, June 3, 2025, in St. Petersburg. [\u00a0DIRK SHADD  |  Times\u00a0]The plan must honor the history of the Gas Plant District<\/p>\n<p class=\"\">Decades before the Tampa Bay Rays came into the picture, the City of St. Petersburg razed the historically Black <a href=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2025\/02\/18\/rays-stadium-plans-stall-new-film-remembers-gas-plant-neighborhood\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.tampabay.com\/news\/st-petersburg\/2025\/02\/18\/rays-stadium-plans-stall-new-film-remembers-gas-plant-neighborhood\/\">Gas Plant District<\/a>, promising to eliminate blight and bring new homes and light industry.<\/p>\n<p class=\"\">That never happened. Eventually Tropicana Field was built instead.<\/p>\n<p class=\"\">What was lost was \u201ca city within a city,\u201d said Davis. [\u00a0DIRK SHADD  |  Times\u00a0]<\/p>\n<p class=\"\">When asked whether former Gas Plant residents should be granted some form of reparations, Kageyama said it\u2019s something that should be explored. <\/p>\n<p class=\"\">\u201cIf there\u2019s a way to constructively say \u2018I\u2019m sorry\u2019 then we absolutely should figure out a way to do that,\u201d he said. <\/p>\n<p>While preparing for the needs of the future<\/p>\n<p class=\"\">Several panelists said a significant chunk of the land needs to be <a href=\"https:\/\/www.tampabay.com\/opinion\/2025\/05\/08\/st-pete-doesnt-need-rays-baseball-new-vision-trop-site-column\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.tampabay.com\/opinion\/2025\/05\/08\/st-pete-doesnt-need-rays-baseball-new-vision-trop-site-column\/\">dedicated as parkland<\/a>. This will be particularly important as the downtown becomes more dense with taller buildings.<\/p>\n<p class=\"\">They also highlighted the importance of eliminating the stretch of Interstate 175 that cuts the city in half and re-connecting the Gas Plant District back to the street grid.<\/p>\n<p class=\"\">Kageyama said that the property should be less-car centric, with fewer dedicated parking spaces.
