\u201cNothing happened; we just wanted to get the specialized TIF districts finalized before we move forward with rezoning,\u201d Kansas City Mayor Quinton Lucas told KCTV5. <\/p>\n
The rezoning vote had been scheduled<\/a> for the Thursday, Sept. 3, meeting, following the council\u2019s Aug. 20 approval of the underlying framework for the $1.9 billion stadium project. <\/p>\n That framework included a $600 million city funding commitment – $90 million in direct infrastructure spending and $510 million in city-backed bonds <\/p>\n The City\u2019s Tax Increment Financing Commission has not yet locked in a date to formally take up the separate Downtown Stadium TIF Plan, which spells out how tax revenue from the redevelopment area would be redirected to pay down stadium construction debt. <\/p>\n The bigger picture: <\/p>\n The rezoning delay comes amid two other developments that could shape the stadium\u2019s future: <\/p>\n A push for a public vote<\/a>: Missouri Workers Power delivered a letter to the city clerk asking that a ballot measure go before voters in April. The proposed ordinance would require voter approval before the city takes future action to fund a stadium project. The group points to 2024, when voters rejected a separate stadium sales tax. Lucas said such a vote \u201cdoes not make a difference\u201d at this point, since the council has already passed its funding ordinance. A legal challenge in Jefferson City<\/a>: The Missouri Supreme Court heard arguments over the state tax credits the Royals plan to use under the Show Me Support Act – the first test of the law since it was created in a special legislative session last year. If the challengers are found to have legal standing, the case could proceed and put those tax credits in jeopardy.
