The NBA free agency signing period is just around the corner, but not all teams are in the same position to sign players. Bobby Marks of ESPN evaluated every NBA team and put them into tiers based on the restrictions they are under to sign free agents due to available cap space and other limitations under the Collective Bargaining Agreement. Marks then looked at every team in the NBA and listed some free agents who might fit both available salary parameters and need.
The article, of course, included analysis on the Portland Trail Blazers’ situation, which we’ll get to in a moment.
Only one team currently qualifies for Marks’ Tier 1: Cap Space Teams. That would be the Brooklyn Nets. Not only are the Nets well under the cap with only $96 million of salary currently on the books, they will have to increase their salary to $139.2 million by October 21 just to reach the NBA’s minimum spending requirement. Failure to do so means that any difference gets distributed to their current players, and they would forfeit any end-of-season cash distributions to non-tax paying teams.
Tier 2 — Cap Space, But At a Cost — includes only the Detroit Pistons and the Memphis Grizzlies. Those teams could get to Tier 1, but they’d have to renounce free agents or make a trade.
The Trail Blazers are in the tier with the most teams, Tier 3: The 14.1 Million Non-tax Midlevel Exception Club. Team like the Blazers have access to the $14.1 million non-tax midlevel exception and the $5.1 million biannual exception.
Marks lists Portland team needs as 3-and-d forwards and wings. The free agents he lists who fit the bill include:

Marks’ recommendations for Portland are both internal. He says that he would sign Toumani Camara to an $87 million extension over four additional years. He also views Jabari Walker as a key free agent. Walker played his last three seasons with the Blazers and will be a restricted free agent if the Blazers make a qualifying offer before the deadline today. If he becomes a restricted free agent Portland would be able to match any offers.
NBA teams may begin negotiating with free agents on Monday at 3:00 PM PDT, and players can be officially signed on July 6 at 9:01 AM PDT.
