For our purposes, here’s what you need to know:
The league draws for the Top 4 picks. Everyone else is seeded by order of regular-season record, worst-to-best, after those four.
The Blazers have a 3.7% chance of getting the first-overall pick, a 16.9% of rising to the Top 4 overall.
That means Portland will leave the proceedings with a pick between 1-4 or between 10-14, depending on how many teams behind them jump ahead. (0 teams means the 10th pick, 1 team means the 11th, and so on.)
