A man was arrested Monday after police said he opened fire in downtown Phoenix during the weekend, hitting four people. Investigators said 22-year-old Keon Joubert was taken into custody and booked on multiple charges, including aggravated assault. Police said a fight led to Joubert pulling out a gun and firing into a crowd early Sunday morning. Jason Barry has more.
