Just ask President Charlie Baker, a veteran of state government and the health care industry.

“[They’re] pretty complicated decision-making organizations,” Baker said of his past sectors during a panel before the Knight Commission on Intercollegiate Athletics in Indianapolis on Tuesday. “They’re like a one-person shop compared to the organizational structure of D-I at the NCAA.”

College sports have only grown increasingly complex over the last decade, and even over the last 24 months.

And while the enterprise awaits a ruling from Judge Claudia Wilken, discussions have ramped up regarding possible changes to the governance structure of the NCAA at large.

The Power Four has put forth a model that, among other measures, would skew voting power toward those leagues and streamline their control over varying NCAA committees.

The proposal has been met with its share of skepticism from the lower rungs of D-I, but it’s not without merit — particularly in Baker’s mind.

“Generally speaking, the [P4], the scale and importance that they play in our ability to be successful, I do think they should have a bigger voice at the table,” he said. “But I think the other voices matter, too.

“Part of what we’re trying to figure out here is how to create a dynamic where if you’re at that table, your voice matters and you’re going to be accountable for the decisions that you make, because the ability of everybody to just hide in the crowd over history is really unhealthy.”

How the NCAA can find that middle ground is complex, to say the least.

The CFP, for example, has become a streamlined organization that the SEC and Big Ten control through a weighted voting system put in place amid the shift to a new TV deal that kicks in next year. Put differently, what the SEC and Big Ten say related to the CFP largely goes.

Could the NCAA face a similar fate? That, at least in part, is the needle Baker and those at the national office are trying to thread considering the vast needs of schools at the highest and lowest levels of D-I.

“One of the one of the main reasons for wanting to simplify and shrink, in some cases, the Division I governance structure was to create more accountability, not less,” Baker explained. “There are enough committees and enough processes and enough people involved in D-I governance at the NCAA that it’s pretty easy for nobody to be accountable for anything.

“… I get the fact that having less representation in the room means fewer people involved, but the flip side of that is those folks are going to be accountable to the people that they are representing when they sit in those meetings, and I think it will give us a more accountable structure that we have now, and probably one that will be able to make decisions in a time frame that’s more consistent with the way the world’s working these days.”

The NCAA isn’t exactly the world’s simplest organization to manage.
