{"id":681977,"date":"2026-03-27T11:37:19","date_gmt":"2026-03-27T11:37:19","guid":{"rendered":"https:\/\/www.rawchili.com\/nba\/681977\/"},"modified":"2026-03-27T11:37:19","modified_gmt":"2026-03-27T11:37:19","slug":"capitol-hill-progressives-want-to-rein-in-sports-franchise-relocations","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nba\/681977\/","title":{"rendered":"Capitol Hill progressives want to rein in sports franchise relocations"},"content":{"rendered":"<p>Progressives on Capitol Hill want to make it harder for professional sports teams to jump to a new city, citing \u201cbillionaire\u201d team owners who they say leverage relocation threats for big public subsidies.<\/p>\n<p>The so-called Home Team Act, introduced by U.S. Rep. Greg Casar (D-Austin) and U.S. Sen. Bernie Sanders (I-VT), would require that sports franchise owners give locals at least a year\u2019s notice before moving to another city. <\/p>\n<p>During that time, the local community would have the right of first refusal to purchase the team, as <a href=\"https:\/\/www.greenbaypressgazette.com\/story\/sports\/nfl\/packers\/2025\/07\/25\/green-bay-packers-fan-ownership-unique-in-the-nfl\/85193820007\/?gnt-cfr=1&amp;gca-cat=p&amp;gca-uir=false&amp;gca-epti=z1183xxp002350c002350e1183xxv004870&amp;gca-ft=38&amp;gca-ds=sophi\" type=\"link\" id=\"https:\/\/www.greenbaypressgazette.com\/story\/sports\/nfl\/packers\/2025\/07\/25\/green-bay-packers-fan-ownership-unique-in-the-nfl\/85193820007\/?gnt-cfr=1&amp;gca-cat=p&amp;gca-uir=false&amp;gca-epti=z1183xxp002350c002350e1183xxv004870&amp;gca-ft=38&amp;gca-ds=sophi\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Green Bay did with the Packers<\/a> NFL franchise.<\/p>\n<p>\u201cFar too many Americans know the pain of losing a team just so that the owner can make a buck,\u201d said Casar, who cited his own experience losing the Oilers NFL team to Tennessee in 1997 when he was a child growing up in Houston.<\/p>\n<p>\u201cThe Home Team Act would have saved the Houston Oilers. The Home Team Act would have kept the As and the Raiders in Oakland. The Home Team Act would make sure that the Spurs stay in my home district, in San Antonio,\u201d Casar said at Thursday\u2019s press conference on Capitol Hill.<\/p>\n<p>A spokeswoman for Spurs Sports &amp; Entertainment declined to comment on the legislation.<\/p>\n<p>The team\u2019s owners just inked a deal with city and county leaders last year to build a <a href=\"https:\/\/sanantonioreport.org\/election-results-props-a-and-b-spurs-arena-san-antonio-bexar-county\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/election-results-props-a-and-b-spurs-arena-san-antonio-bexar-county\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">new $1.3 billion arena downtown<\/a> \u2014 paid for, in part, by roughly <a href=\"https:\/\/sanantonioreport.org\/decoding-spurs-arena-public-funding-pfz-tirz-venue-tax\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/decoding-spurs-arena-public-funding-pfz-tirz-venue-tax\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$800 million in public funding<\/a>.<\/p>\n<p>Spurs owners <a href=\"https:\/\/sanantonioreport.org\/city-fest-peter-holt-sean-elliott-peter-sakai-gina-ortiz-jones\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/city-fest-peter-holt-sean-elliott-peter-sakai-gina-ortiz-jones\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">never publicly threatened<\/a> to relocate if the deal didn\u2019t go through, but Bexar County Judge <a href=\"https:\/\/www.youtube.com\/watch?v=_eTglCWaH1w\" type=\"link\" id=\"https:\/\/www.youtube.com\/watch?v=_eTglCWaH1w\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Peter Sakai made no bones<\/a> about that possibility while trying to bring voters on board with using the county\u2019s <a href=\"https:\/\/sanantonioreport.org\/explaining-the-venue-tax-bexar-county-props-a-and-b\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/explaining-the-venue-tax-bexar-county-props-a-and-b\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">venue tax for the new arena<\/a>.<\/p>\n<p>\u201cEven when teams don\u2019t actually move, the threat of moving sets off a race to the bottom,\u201d Casar said. \u201cBillionaire owners pit taxpayers against one another, and then extort the government for billions of dollars.\u201d <\/p>\n<p>Sanders said that siphons public dollars away from communities\u2019 most pressing needs.<\/p>\n<p>\u201cMunicipalities all over this country are struggling right now to educate their kids, to pave their streets,\u201d Sanders said. \u201cThe idea that you have billionaire owners running very profitable operations, [who] say, \u2018If you don\u2019t give us even more, we\u2019re going to leave,\u2019 \u2026 literally that means taking money out of the education of the kids, out of childcare for the kids, out of infrastructure for the people of that community.\u201d <\/p>\n<p>San Antonio\u2019s deal with the Spurs calls for city bond money to help fund infrastructure around the new arena \u2014 at a time when the <a href=\"https:\/\/sanantonioreport.org\/san-antonio-flood-control-projects-compete-with-flashier-development\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/san-antonio-flood-control-projects-compete-with-flashier-development\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">city already has less bond capacity<\/a> for flood control, drainage and other amenities.<\/p>\n<p>Months after voters approved the initial $800 million in public funding, city leaders <a href=\"https:\/\/sanantonioreport.org\/san-antonio-tax-rate-increases-bond-election-project-marvel\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/san-antonio-tax-rate-increases-bond-election-project-marvel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said they may even need to raise taxes<\/a> if they want to have money for projects in other parts of the city. <\/p>\n<p>But supporters of the idea say the downtown sports and entertainment district would provide a much-needed boost to San Antonio\u2019s economy, generating more sales tax revenue and spurring additional development in a part of town that\u2019s been stagnant.<\/p>\n<p>Under Casar\u2019s bill, if a team wants to relocate, its existing community could try to purchase it through a community ownership model. Or, the team could be purchased by a government entity, a nonprofit, a public partnership, or individual or company that would agree to keep it in the same location.<\/p>\n<p>\u201cYou could imagine a world where the city has a stake in the team, alongside other partners,\u201d Casar said.<\/p>\n<p>As it stands, Democrats have very little power in Republican-controlled Washington.<\/p>\n<p>But Sanders said the bill ought to be broadly popular, since so many communities are in the midst of relocation scares. <\/p>\n<p>\u201cYou can argue, maybe, that professional football is America\u2019s religion,\u201d he said. \u201cSo whether you\u2019re a conservative or a progressive, whether you\u2019re Black or white or Latino, you know what?
