(KPTV) &#8211; Portland City Councilor Mitch Green is pushing back on what he says is misleading framing around a <a href=\"https:\/\/www.kptv.com\/2026\/07\/16\/portland-businesses-community-groups-form-coalition-support-moda-center-renovation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.kptv.com\/2026\/07\/16\/portland-businesses-community-groups-form-coalition-support-moda-center-renovation\/\">draft term sheet <\/a>tied to proposed renovations at the Moda Center.<\/p>\n<p class=\"text | article-text\">In a <a href=\"https:\/\/bsky.app\/profile\/councilorgreen.bsky.social\/post\/3mqtzfttkuk2d\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/bsky.app\/profile\/councilorgreen.bsky.social\/post\/3mqtzfttkuk2d\">BlueSky thread<\/a> posted in response to coverage of the negotiations, Green said some media reports suggest City Council \u201csent\u201d terms to the team. \u201cNot the case,\u201d Green wrote, adding that councilors were briefed on \u201chigh level themes\u201d for the first time during an executive session that ran from 9:30 a.m. to 1 p.m., where members asked questions based on a PowerPoint from the city administration.<\/p>\n<p class=\"text | article-text\">Green said council reconvened for a public meeting at 2 p.m. and adjourned at 6 p.m. He wrote that at 4:23 p.m. \u2014 while councilors were still in chambers \u2014 members received a draft term sheet in their inboxes with an email indicating it had also been shared with the Portland Trail Blazers \u201cfor our situational awareness.\u201d<\/p>\n<p class=\"text | article-text\">Minutes later, Green said, a city press release went out at 4:45 p.m. describing the draft as reflecting \u201cthe City\u2019s priorities, community feedback, and direction from Council.\u201d<\/p>\n<p class=\"text | article-text\">Green argued that characterization misrepresents the process, writing that executive sessions are not where Council develops policy direction. \u201cYou develop policy at the dais in a public meeting,\u201d he wrote, questioning how councilors could know whether the draft reflected any reactions when, he said, the document arrived while they were at the dais and shortly before the release was issued.<\/p>\n<p class=\"text | article-text\">SEE ALSO: <a href=\"https:\/\/www.kptv.com\/2026\/07\/18\/commissioners-seek-reset-multnomah-county-moda-center-renovation-talks\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.kptv.com\/2026\/07\/18\/commissioners-seek-reset-multnomah-county-moda-center-renovation-talks\/\">Commissioners seek \u2018reset\u2019 in Multnomah County Moda Center renovation talks<\/a><\/p>\n<p class=\"text | article-text\">On Thursday, the City of Portland <a href=\"https:\/\/www.kptv.com\/2026\/07\/16\/portland-businesses-community-groups-form-coalition-support-moda-center-renovation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.kptv.com\/2026\/07\/16\/portland-businesses-community-groups-form-coalition-support-moda-center-renovation\/\">released a statement<\/a> that said executive leadership met with Portland City Council in executive session to review the first draft term sheet for a transformative Moda Center renovation and the long-term tenancy of the Portland Trail Blazers. The City said the draft reflects City priorities, community feedback and Council direction, and is intended to keep the team in Portland while ensuring the long-term viability of the city-owned arena and delivering community benefits.<\/p>\n<p class=\"text | article-text\">According to the City, key terms in the draft include:<\/p>\n<p>Non-relocation commitment:\u00a0A binding\u00a020-year\u00a0agreement requiring the Trail Blazers to play all home games at Moda Center.Labor harmony agreements:\u00a0Requirements for labor peace agreements to support a stable workforce.Financial protections:\u00a0Caps on public funding, limits on eligible expenses and safeguards against cost overruns for the City, State and County.Payment:\u00a0A\u00a0$3 million annual\u00a0property tax offset payment from Rip City Management, escalating over time, with proceeds shared among the City, County and\u00a0Portland Public Schools.Community benefits commitments:\u00a0Community event access, local hiring, sustainability standards and partnerships with\u00a0Albina-based organizations.<\/p>\n<p class=\"text | article-text\">The City said it delivered the draft term sheet to the Trail Blazers following Council review and will continue negotiations to refine and finalize the agreement ahead of an expected Council vote in August.<\/p>\n<p class=\"text | article-text\">Coalition leaders say the stakes extend beyond basketball, arguing the arena\u2019s outdated infrastructure has contributed to some major concerts and events skipping Portland.<\/p>\n<p class=\"text | article-text\">FOX 12 has reached out to the Trail Blazers for comment, but has not heard back yet.<\/p>\n<p>Copyright 2026 KPTV-KPDX.
