{"id":833606,"date":"2026-09-12T07:43:22","date_gmt":"2026-09-12T07:43:22","guid":{"rendered":"https:\/\/www.rawchili.com\/nba\/833606\/"},"modified":"2026-09-12T07:43:22","modified_gmt":"2026-09-12T07:43:22","slug":"with-moda-center-negotiations-stalled-portlands-top-administrator-gets-face-time-with-trail-blazers-owner-tom-dundon","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nba\/833606\/","title":{"rendered":"With Moda Center negotiations stalled, Portland\u2019s top administrator gets face time with Trail Blazers owner Tom Dundon"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"6VWJOPBHMZAMFGH63BQ25AJP4Q\">Facing <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/trail-blazers-once-pushed-for-urgency-on-moda-center-deal-is-the-team-now-running-out-the-clock.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/trail-blazers-once-pushed-for-urgency-on-moda-center-deal-is-the-team-now-running-out-the-clock.html\">a December deadline<\/a> to secure state bonding for renovations to the city-owned Moda Center, Portland\u2019s top administrator met this week with Trail Blazers owner Tom Dundon in Texas, a city spokesperson confirmed Thursday afternoon.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VF7QEPFO5VBE5DCAD6USRGYVTA\">The meeting between Dundon and Raymond Lee, who was <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/civic-outsider-lands-portlands-most-powerful-bureaucratic-post.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2025\/12\/civic-outsider-lands-portlands-most-powerful-bureaucratic-post.html\">appointed as Portland\u2019s first city administrator<\/a> late last year, is a flicker of progress in fraught negotiations between the city and the NBA franchise in which Dundon has largely been absent.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7CM3BAKLBFHF3ID3K5X2RFUAPQ\">\u201cUntil Dundon starts talking through what a plan would be,\u201d one City Hall insider said this week, \u201cwe\u2019re just spinning our wheels.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6XZLN5OVXJAR5AU2GHZXO66LOU\">Like others quoted in this story, the source was granted anonymity in order to provide a frank assessment of ongoing negotiations taking place behind closed doors.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VQMZZFTOMFHQVJTMEH4FYJM2AE\">Lee\u2019s face-to-face with Dundon, <a href=\"https:\/\/www.oregonlive.com\/blazers\/2026\/02\/he-likes-to-win-inside-tom-dundons-rise-from-failed-burger-joint-to-buying-the-blazers.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/blazers\/2026\/02\/he-likes-to-win-inside-tom-dundons-rise-from-failed-burger-joint-to-buying-the-blazers.html\">the Dallas billionaire who led a group of investors<\/a> that bought the Trail Blazers for $4.25 billion earlier this year, comes nearly a month <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/portland-councilors-back-120m-for-moda-center-in-key-milestone-toward-blazers-deal.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/portland-councilors-back-120m-for-moda-center-in-key-milestone-toward-blazers-deal.html\">after the City Council formally approved a term sheet<\/a> for its contribution to the nearly $600 million proposed project and roughly three months before the council will need to vote on a final lease agreement that would ensure the Trail Blazers remain in Portland.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VM2EZKIBBJGTPOOKT47E5BJOXY\">Dundon has had periodic conversations with city officials, including Mayor Keith Wilson and Deputy City Administrator Donnie Oliveira, multiple sources said, but his encounter with Lee is the first known in-person meeting between the Blazers owner and a city official in months.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ESJN2YSBPFHOVKDRSOIVPVXRIA\">While one source characterized the meeting between Lee and Dundon as a \u201cdecent conversation,\u201d a second source chalked it up as more of an introduction than a formal negotiation. The city spokesperson only said that the meeting was \u201cin relation to the future of the city-owned Moda Center.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"55REBKWXR5HPDHWHLTOC2CMKHQ\">Lee did not immediately respond to a call seeking comment on Thursday afternoon.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XG5UH5MASZBV5HMMULCXH5YUIE\">Like Dundon, the 42-year-old Lee is a Texan. Dundon was largely raised in New Jersey but lives in the posh Dallas area of Preston Hollow; Lee is the son of a Dallas firefighter and spent years working within the city\u2019s administration before moving to Amarillo and, most recently, Greeley, Colorado.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AS43EO24PZDYTJQG6FXF5NBTYY\">As the city manager in Greeley, a city of roughly 100,000 people, Lee championed a $1.1 billion mixed-use sports and entertainment district anchored by a proposed 10,000 seat arena for a minor league hockey team \u2014 although voters <a href=\"https:\/\/coloradosun.com\/2026\/02\/26\/greeley-voters-reject-new-hockey-arena-colorado-eagles\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/coloradosun.com\/2026\/02\/26\/greeley-voters-reject-new-hockey-arena-colorado-eagles\/\">halted that project<\/a> in a special election earlier this year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZXE5236WHBE63BYPIEAPGU2MNU\">By turning to Lee after <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/07\/we-asked-every-portland-councilor-8-key-questions-about-the-moda-center-heres-what-they-said.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/07\/we-asked-every-portland-councilor-8-key-questions-about-the-moda-center-heres-what-they-said.html\">an exhaustive public process<\/a>, Portland now appears to be emulating the one that led to an arena deal in Raleigh, North Carolina, where Dundon, who also owns the NHL\u2019s Carolina Hurricanes, secured $300 million in public funding for the aging Lenovo Center.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NHMOXIVPWJC7FJ2GQ3MHG4RDXY\">In <a href=\"https:\/\/www.oregonlive.com\/blazers\/2026\/05\/how-raleigh-got-an-arena-deal-done-with-tom-dundon-and-why-its-so-hard-in-portland-bill-oram.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/blazers\/2026\/05\/how-raleigh-got-an-arena-deal-done-with-tom-dundon-and-why-its-so-hard-in-portland-bill-oram.html\">that deal<\/a>, which took three years and was finalized in 2023, Dundon dealt directly with a single negotiator for the Centennial Authority, the public governing body that runs the arena.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BLME2BV4FNCRNOZEPBGBWKZDLY\">\u201cThat is the one thing that I truly believe I did right, is we never had negotiations in public,\u201d Philip Isley, the Centennial Authority\u2019s president, told The Oregonian\/OregonLive last month.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5C5PWGXBQJGRNKNNEMZDHFIZ2I\">One source said that Dundon needs a point person \u201che can trust and thinks they know what they are doing.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5EM2PXBKJJBJZNVVWVXSVJNBXA\">Regardless of how the negotiations in Portland ultimately proceed, the sides have significant work to do before the end of the year. The city\u2019s term sheet calls for the Trail Blazers to pay rent, as well as a property tax offset, a user fee on tickets and agree to pay union wages to arena workers. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XJUXMBQA45GNRA4JICPHQGRHGI\">\u201cThe conversations the city is having at the negotiation table are more meaningful and fruitful than they were two months ago,\u201d city spokesperson Elliott Kozuch said in a statement. \u201cAnd (the city has) received informal feedback on the initial term sheet.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FQNE557Q5VHE3ISVY3KSNKGXHE\">Even with that, sources close to the discussions have said that any progress that has been made has been around the edges, rather than with regard to the major sticking points of the deal.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZUZRGHUVCBDPJNDCOAEKFE6DFE\">The Trail Blazers, according to sources with knowledge of the deal, view that as a dramatic departure \u2014 and an expensive one \u2014 from the framework that top officials from the city, state, Multnomah County and the Trail Blazers were all <a href=\"https:\/\/www.oregonlive.com\/blazers\/2026\/04\/kotek-signs-bill-for-moda-center-project-puts-pressure-on-city-council-not-a-time-to-play-politics.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/blazers\/2026\/04\/kotek-signs-bill-for-moda-center-project-puts-pressure-on-city-council-not-a-time-to-play-politics.html\">seemingly on board<\/a> with earlier this year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IYZ46HWCBRGBFE5ZX57UU6QOY4\">In March, days before Dundon\u2019s group was approved by the NBA\u2019s owners, Wilson, Council President Jamie Dunphy and Council Vice President Olivia Clark <a href=\"https:\/\/www.portland.gov\/venues\/documents\/portland-city-leadership-memo-nba\/download\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.portland.gov\/venues\/documents\/portland-city-leadership-memo-nba\/download\">sent a letter to the NBA<\/a> that said all sides were \u201cunited and all-in on our commitment to renovating the Moda Center.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IARL4WWSFNCRNCYOWEW25FJ2YY\">Nothing about reaching an agreement has been as smooth as that letter seemed to promise.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5OOJWT5PUVC27LRBOLH6DQ2FWA\">City and team officials have grown increasingly concerned with the timeline, pointing to the many steps that are required to formalize a lease.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U7UYJSALBNGRLGIAFXD532YXI4\">Even NBA Commissioner Adam Silver has grown alarmed. In July, <a href=\"https:\/\/www.oregonlive.com\/blazers\/2026\/07\/nba-commissioner-adam-silver-says-moda-center-renovation-negotiations-have-gone-off-track.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/blazers\/2026\/07\/nba-commissioner-adam-silver-says-moda-center-renovation-negotiations-have-gone-off-track.html\">he said the discussions had gone \u201coff track\u201d<\/a> and that the league was \u201cmost focused (on) the deal we discussed when we were <a href=\"https:\/\/www.oregonlive.com\/blazers\/2026\/03\/adam-silver-came-to-portland-but-ducked-accountability-bill-oram.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/blazers\/2026\/03\/adam-silver-came-to-portland-but-ducked-accountability-bill-oram.html\">in Portland<\/a> in March.\u201d<\/p>\n<p>The timeline<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3MD7BWB4V5DK3E37SLDVJHOS3Q\">The City Council needs a proposed lease agreement in its hands by Dec.1 in order to approve it during its scheduled meeting on Dec. 14, which in turn represents the deadline for the state to issue the $365 million in bonds that form the bedrock of the $573 million funding package.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EGHN5P5EGZHWHPUUOOWH2DUIMM\">Neither the city nor the county, <a href=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/commissioners-clash-over-moda-center-funding-raise-concerns-about-county-negotiator.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2026\/08\/commissioners-clash-over-moda-center-funding-raise-concerns-about-county-negotiator.html\">which committed roughly $101 million<\/a> for the project last month, have finalized a funding mechanism, although county commissioners are expected to soon publicly discuss options, including possible combinations of hotel and rental car tax increases.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GPONDW2URBAGREFB3OHOD6MO64\">The Joint Authority established by the state earlier this year has yet to be finalized, with the city set to vote on the authority at the end of the month. That board\u2019s seven members also have not been appointed. There has not been any known progress on a community benefits agreement that lawmakers want to see.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F6IGHYMWWRGNFNKVA5IGA5Q2QA\">Similarly, the Blazers have not publicly shared the design or scope of the project, although Kozuch said the team \u201cis moving forward with an architect and a contractor that will get us key details we need.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U2266G6LTRA65JCIA4KJS2ZB3I\">\u201cAt some point,\u201d the City Hall source said, \u201cthere is a deadline. At some point, this is dead because there isn\u2019t time to get it done. That time may have passed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TN67SBZJWFAAFOZTW6BXQUKX5M\">\u201cAre we really going to wait until Dec. 1 to say we aren\u2019t able to get this done?\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VGT6EN7GQNGKPBDUK4Z2WMUSNE\">A second source close to the deal was slightly more optimistic.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F4L6FXVP6FBC5NCP5HVSX2WO4M\">\u201cIt would take a huge lift to make it all happen,\u201d the source said, \u201cbut I don\u2019t think it\u2019s impossible.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2OCNT5X325EMXKOGZHG6DWZLBA\">If a deal is not reached by the end of the year, it would leave the Blazers with a lease that expires in four years and off schedule for renovations planned for the three summers leading up <a href=\"https:\/\/www.oregonlive.com\/collegebasketball\/2022\/11\/portland-to-host-ncaa-womens-final-four-in-2030.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/collegebasketball\/2022\/11\/portland-to-host-ncaa-womens-final-four-in-2030.html\">to the 2030 Women\u2019s Final Four<\/a> in Portland.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RWI22OC5ZBB5POJGIN65DBCTFM\">More critically, there would not be a clear path to funding such a renovation. State leaders, including Senate President Rob Wagner, have consistently said the Legislature is unlikely to reauthorize the bonds in the upcoming session and that there is not the political will to do so.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GSMJNT6T4JFMNBDUNH2MU5H34A\">Scenarios for keeping the Blazers from relocating at that point become increasingly grim and would likely require a reversal from state lawmakers or, perhaps, unprecedented league intervention.<\/p>\n<p>Next steps<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"B44JLEE7XFHWXIYKAAXAIDELUM\">The NBA\u2019s Board of Governors will meet next week in New York, with Dundon expected to be in attendance.
