WASHINGTON (7News) — The D.C. Council is days away from a scheduled first vote on the Commanders stadium deal.

The full council’s first of two scheduled votes is Friday. Councilmembers will hear testimony from the public Tuesday and the team on Wednesday. The council announced changes it had made to the corresponding legislation last Thursday, upon announcing the scheduled vote date.

Mayor Muriel Bowser has said she has been working to bring the Commanders back to D.C. for about ten years now. Three months ago, she, the team and the NFL commissioner announced a nearly $4 billion plan to build a new stadium on the RFK campus. Under the years-long plan, the District would fund about $1.1 billion and the Commanders would fund $2.7 billion.

Two weeks after announcing the proposed stadium complex, the District held its first of several town hall meetings. 7News was at the first one in May, where supporters voiced interest but most of the attendees who went to the microphone voiced concerns.

Last month, at the full council’s first budget hearing, councilmembers had the chance to question officials in the Bowser administration about the deal. Amid the questioning, some tensions flared at times.

“The same care and attention your team obviously took with crafting this deal, I would respectfully ask that you will allow the council to do the same,” Councilmember Robert White told the testifying officials.

The deal’s term sheet promised exclusive negotiations between the Commanders and the District if the council voted on any measures related to the deal by July 15. Under the terms of the deal, exclusive negotiations could continue if both parties agreed.

Ultimately, a deal wasn’t reached by then, but that didn’t stop negotiations. Councilmembers ultimately separated the proposal from the overall budget vote to give them more time to go over the terms of the deal without slowing down the approval process for the rest of the budget. (The funding for the proposal is still included in the overall budget vote.)

On Thursday, Chairman Mendelson announced revisions to the original deal, including diverting certain revenues to the District that had originally gone to the Commanders or to a stadium reinvestment fund.

“I think the restructuring of the financing by the council is an important improvement,” Mendelson said.

“When I gave the council the deal, we were on the one-yard line,” she told a cheering crowd outside the Wilson Building for a pep rally of sorts following the council chairman’s Thursday announcement. “Now we’re on a half-yard line.”

The council will vote for the final time on the related legislation in September, upon returning from recess.
