The NFL fined Green Bay Packers linebacker Quay Walker for his roughing the passer penalty on Jacoby Brissett but did not fine defensive end Micah Parsons for a hip drop tackle during the Packers’ 27-23 win over the Arizona Cardinals in Week 7.

Walker was fined $17,389 for a “blow to the head or neck” of the quarterback. He was penalized for roughing the passer in the first quarter, extending the Cardinals’ opening drive. There was no question — Walker made forcible contact with Brissett’s head as he pressured the quarterback.

Parsons, however, avoided a fine from the league even though he was flagged for a hip drop tackle. Four players were fined $17,389 for hip drop tackles in Week 7, but Parsons wasn’t one of them. On the field, he was penalized 15 yards and had his sack negated.

Walker is the first Packers player to be fined by the league’s “gameday accountability” program, which are based on “on-field, safety-related decisions” since Week 2 (Ty’Ron Hopper).

From the NFL: “To protect players from unnecessary risk and preserve competitive balance and game integrity, the NFL and NFL Players Association have agreed on a set of game-related rules violations that may result in accountability measures.”

Players can appeal any fine.
