The 2025 NFL season is still over four months away from kicking off, we don’t even have the schedule yet (that’ll come in a couple of weeks), but rosters are getting close to being set. The Cleveland Browns added seven players in the 2025 NFL draft and are, reportedly, adding several undrafted free agents after the draft.

While the Browns draft class is getting good grades, including the top grade from the NFL draft guru, Cleveland’s roster still has some needs. Thankfully, the draft class helped with overall athleticism, but the wide receiver and safety positions are relatively thin.

NFL free agency and rumors surrounding it died down as the NFL draft approached, but should see a pickup now that the draft has ended. The Browns have a few options at both positions of need.

NFL free agent wide receivers

Amari Cooper

Cleveland fans know Cooper’s story well. From an amazing performance in 2023 to a huge dud in 2024, and being traded to the Buffalo Bills. The Browns front office and coaching staff know well whether Cooper has anything left and if a reunion with Joe Flacco could also help.

Elijah Moore

Another reunion worth noting is with Moore. In two seasons with the Browns, Moore caught 120 passes for 1,178 yards. Like Cooper, Cleveland’s brass knows whether Moore’s production was limited by the seven different starting quarterbacks over those two seasons. Moore works well in the slot, a need for the Browns.

Keenan Allen

The 33-year-old veteran caught 70 passes for 744 yards and seven touchdowns last year with the Chicago Bears, his first not with the Chargers franchise. Allen was second in both receptions and yards, and first in receiving touchdowns, as the Bears passing offense struggled in Caleb Williams’ first season.

Tyler Boyd

The former Cincinnati Bengals slot receiver joined the Tennessee Titans in 2024 and, like Allen, saw his production drop dramatically. Turning 31 during the season, Boyd could help in the middle of the field without costing a lot or requiring a lot of targets.

NFL free agent safeties

Julian Blackmon

As encouraged before the draft, adding Blackmon would be huge for the Browns defense:

Blackmon is good in coverage, and he can play both free and strong safety positions. Strong safety Grant Delpit is stout, and he can benefit from a reliable partner. Blackmon’s market appears to have dried up on him, and he doesn’t necessarily have a ton of teams vying for his services. Getting him on a cheap deal (whether it’s a one or two-year deal) can be beneficial for both parties.

Justin Simmons

After eight seasons with the Denver Broncos, Simmons joined the Atlanta Falcons last season and played in 98% of the team’s defensive snaps. Turning 32 during the season, Simmons has shown that he has a lot left in the tank and could help replace some of the leadership lost with Rodney McLeod’s retirement.

Jordan Whitehead

The youngest of the three safety options, Whitehead has been versatile in his career but is more of a strong safety than a free safety. He and Delpit could be versatile in the way that they are deployed by DC Jim Schwartz.
