While there are no fines for missing voluntary OTAs (though workout bonuses are impacted), that all changes when camp arrives.

Players on rookie contracts forfeit $40k/day missed.
Fine forgiveness/reduction is only available to…

With several notable Cincinnati Bengals and even a first-round pick skipping or not participating in OTAs work this week, it’s a good time to loop in the official fines conversation.
After all, things remain in the voluntary stage this spring. When the offseason programs shift to mandatory soon, fines will become a part of the process for the likes of Trey Hendrickson, Germaine Pratt and even first-round pick Shemar Stewart.

As explained by Spotrac, the fine process for training camp means players on veteran contracts will surrender $50,000 per day, while rookies will get docked $40,000 per day. That’s a baseline number, too, depending on contract details and some workout bonuses are even impacted during voluntaries.
Of course, these will hurt players on an individual basis. Somebody like Hendrickson probably isn’t sweating waving off these penalties in the name of keeping his holdout leverage — with the knowledge he’ll make it all back and then some on a new extension. Or in the case of Stewart, as mentioned, forgiveness/reduction is a possibility if and when he signs his deal.
Still, this is part of the process to understand before mandatory activities start.
