The NFL announced offseason activity dates for all 32 teams Monday, including voluntary organized team activities and mandatory minicamps.
According to the league’s collective bargaining agreement, each team’s nine-week voluntary offseason program is divided into three phases. Phase one lasts two weeks and is limited to meetings, strength and conditioning work and rehabilitation. No on-field activities are permitted.
Phase two covers the next three weeks, during which teams are allowed to introduce on-field work, including individual and group drills and instructional sessions. Players may participate in “perfect play” drills, and offensive players may line up against offensive players and defensive players can line up against defensive players to practice at a walk-through pace. Live contact and full offense-versus-defense drills are not permitted.
Phase three makes up the final four weeks. During this period, teams can hold up to 10 days of organized team activities (OTAs). Live contact remains prohibited, but teams can run 7-on-7, 9-on-7 and 11-on-11 drills.
Teams are allowed to hold one mandatory minicamp for veteran players, which must take place during the third phase of the program.
The 10 teams with new head coaches get an early start to offseason activities. The Baltimore Ravens kicked things off Monday, with Lamar Jackson among the players reporting for practice under new head coach Jesse Minter. The Arizona Cardinals, Atlanta Falcons, Buffalo Bills, Cleveland Browns, Las Vegas Raiders, Miami Dolphins, New York Giants, Pittsburgh Steelers and Tennessee Titans will begin their offseason programs Tuesday.
Teams may also conduct a seven-week rookie development program starting as early as May 11. Weekend activities are generally not allowed during this time, except for one post-draft rookie minicamp, which can take place on either of the first two weekends after the draft. Specific dates for these minicamps will be announced later.
