The decision marked another step toward the $3 billion stadium project, but the funding plan was not limited to the site in Wyandotte County. State officials intend to use future sales tax growth across parts of two counties to cover construction costs. The move also came as local leaders challenged the state’s control over decisions affecting their communities.

How Kansas plans to fund the Chiefs’ new stadium

Lieutenant Governor and Commerce Secretary David Toland released the final STAR Bonds District map on October 13, covering areas across Wyandotte and Johnson counties. Kansas City, Kansas, Bonner Springs, Edwardsville, Shawnee, Lenexa and Olathe fall within its boundaries.

The plan relies on sales tax revenue collected above an established baseline. Instead of creating a new tax, the state will direct qualifying future revenue toward stadium-related debt. The baseline has not been finalized and will be set through a revenue study before the STAR bonds are issued.

BREAKING: The Chiefs STAR Bond district has been published. Incremental sales tax revenues from Kansas City, Bonner Springs, Edwardsville, Shawnee, Lenexa and Olathe will be collected to pay off the Chiefs new stadium and practice facility. @kmbc https://t.co/0EVaynTKjO

— Eric Graves (@EricGravesKMBC) October 13, 2026

Kansas approved the financing mechanism in 2024. The stadium project also includes the Chiefs’ planned headquarters and training facility in Olathe, along with surrounding mixed-use development.

According to the Kansas Department of Commerce, the public funding arrangement combines STAR bonds with the Attracting Professional Sports to Kansas Fund. The broader project includes $1 billion in mixed-use development, with the state saying it expects the completed facilities to generate substantial economic activity and permanent jobs. Toland said the boundaries brought Kansas closer to building the domed stadium, calling the project a “once-in-a-generation economic opportunity.”

Wyandotte County lawsuit raises questions over local control

The funding map did not settle concerns among local officials. Wyandotte County and the Unified Government of Kansas City, Kansas, sued the state over legislation establishing the Kansas Sports Facilities Authority, which will oversee construction, financing and management of the stadium and related facilities.

Local leaders argued that the law weakened their authority over zoning, taxation, utilities and other community decisions. They also criticised the district boundaries for excluding some areas in eastern Kansas City, Kansas, where officials had identified opportunities for future STAR bond projects.

The map specifically excluded the University of Kansas Medical Center complex and nearby areas, a largely vacant section of Shawnee, and existing STAR bond districts.

The Kansas City Star reported that the state could issue up to $975 million in additional STAR bonds for mixed-use development, in addition to the stadium financing. Critics have also questioned the scale of public support for the project. The Chiefs are scheduled to begin playing at the new stadium in 2031. The facility will be owned by the people of Kansas and leased to the team, while the legal dispute over local authority continues.

Topics mentioned in this article

Kansas has drawn the boundaries for a massive tax district tied to the Kansas City Chiefs’…

[2063
346,7,118,110,2438,2437,6,119572
post-1029888","post","type-post","status-publish","format-standard","has-post-thumbnail","category-kansas-city-chiefs","tag-chiefs","tag-football","tag-kansas-city","tag-kansas-city-chiefs","tag-kansascity","tag-kansascitychiefs","tag-nfl","tag-nfl-ndtv-sports
["GET
