Mike DeWine \u201csigned a state budget bill\u201d <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/06\/26\/ohio-oks-budget-with-600m-for-browns-stadium\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/06\/26\/ohio-oks-budget-with-600m-for-browns-stadium\/\">offering $600M<\/a> from the state to \u201ccover one-fourth of the stadium\u2019s anticipated cost.\u201d Other budget items signed into law \u201cinclude measures gutting the <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2024\/12\/31\/cleveland-mayor-opposing-browns-stadium\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2024\/12\/31\/cleveland-mayor-opposing-browns-stadium\/\">state\u2019s \u2018Art Modell Law\u2019<\/a> that restricts pro sports teams from moving without local consent, as well as guaranteeing the Browns will keep their share of <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/05\/23\/cavaliers-enter-discussion-around-browns-stadium-funding-talks\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/05\/23\/cavaliers-enter-discussion-around-browns-stadium-funding-talks\/\">Cuyahoga County \u2018sin tax\u2019 money<\/a>.\u201d The Haslams\u2019 plan calls for Cuyahoga County to \u201cfurnish the remaining\u201d $600M, though it \u201cremains to be seen whether county officials will offer the money\u201d (<a href=\"https:\/\/www.cleveland.com\/news\/2025\/07\/dewine-oks-600-million-for-new-browns-stadium-gutting-modell-law-and-changing-sin-taxes.html\" target=\"_blank\" rel=\"nofollow noopener\">Cleveland PLAIN DEALER, 7\/1<\/a>).<\/p>\n<p class=\"c-paragraph sections-facilities \">Cuyahoga County Exec Chris Ronayne said today he \u201chas no plans\u201d to \u201cexercise the option provided under Ohio\u2019s new state budget to seek voter approval of an increase in the sin tax to help pay for the upkeep of the county\u2019s three professional sports stadiums.\u201d Instead, he said that the state \u201cneeds to first fix the law, including allowing the county to seek a greater increase in the tax.\u201d Ronayne also \u201cstood firm in his opposition to the county borrowing money\u201d to help pay for the Browns\u2019 stadium project in Brook Park. The sin tax has been \u201cbased on fixed amounts per unit.\u201d The new budget \u201callows a doubling of those rates,\u201d if approved by county voters.
