{"id":207667,"date":"2025-07-15T00:33:09","date_gmt":"2025-07-15T00:33:09","guid":{"rendered":"https:\/\/www.rawchili.com\/nfl\/207667\/"},"modified":"2025-07-15T00:33:09","modified_gmt":"2025-07-15T00:33:09","slug":"why-rj-harvey-hasnt-signed-rookie-deal-with-broncos","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nfl\/207667\/","title":{"rendered":"Why RJ Harvey hasn&#8217;t signed rookie deal with Broncos"},"content":{"rendered":"<p>In April, after happily snatching him up at pick No. 60, Broncos general manager George Paton referred to UCF running back RJ Harvey as the staff\u2019s \u201cpet cat.\u201d<\/p>\n<p>But it\u2019s July now, and Harvey has yet to officially settle into the Broncos\u2019 lap.<\/p>\n<p>As Denver\u2019s rookies are set to report for training camp Wednesday, first-round pick Jahdae Barron and second-round pick Harvey remain unsigned. Barron\u2019s delay is unclear. He\u2019s the only first-rounder left without a contract outside of Shemar Stewart\u2019s messy impasse with Cincinnati, but it\u2019s quite possible the Texas cornerback puts pen to paper this week without incident.<\/p>\n<p>Harvey, though, is stuck in the muck of a league-wide holding pattern, as NFL owners and agents are locked in a staring contest over guaranteed contract values for second-round picks. Chargers rookie Tre Harris <a href=\"https:\/\/www.nfl.com\/news\/chargers-wr-tre-harris-holding-out-as-one-of-30-unsigned-second-round-picks\" rel=\"nofollow noopener\" target=\"_blank\">didn\u2019t report on the first day of Los Angeles\u2019s training camp<\/a> on Saturday. And there\u2019s a real chance the Broncos \u2014 and 29 other NFL teams \u2014 could begin camp without their second-rounders, too.<\/p>\n<p>\u201cTre doing it,\u201d one agent of a second-rounder told The Denver Post, \u201cI think, kinda sets a precedent.\u201d<\/p>\n<p>The percentage of fully-guaranteed rookie money for NFL second-round contracts has risen for years, alongside rising slot values. Look no further than pick No. 33, generally the first or second slot in the second round. In 2023, quarterback Will Levis got roughly 92% of his total rookie deal guaranteed by Tennessee. In 2024, receiver Keon Coleman got about 96% guaranteed by Buffalo.<\/p>\n<p>And this offseason, 2025 No. 33 pick Carson Schwesinger (Cleveland) and No. 34 Jayden Higgins (Houston) signed fully-guaranteed rookie deals. <a href=\"https:\/\/www.espn.com\/nfl\/story\/_\/id\/45057900\/texans-jayden-higgins-makes-history-fully-guaranteed-deal\" rel=\"nofollow noopener\" target=\"_blank\">For two months since Higgins officially signed his deal<\/a>, no second-round pick has done the same.<\/p>\n<p>The reason, as multiple agents of 2025 second-round picks told The Denver Post, is an unstated but implicitly coordinated effort to avoid being the guy who\u00a0doesn\u2019t\u00a0get his deal fully-guaranteed. It\u2019s a picket line, of sorts, that no camp wants to cross.<\/p>\n<p>Unless some NFL front office takes a step first.<\/p>\n<p>\u201cIf everybody is strong enough,\u201d another agent told The Post, \u201cthen we\u2019ll get the entire round guaranteed.\u201d<\/p>\n<p>That leaves Harvey at the bottom of the second-round heap, down at No. 60. Both teams and agents are staring up at the slot ahead of them to see what\u2019s negotiated. Seattle\u2019s talks with No. 35 pick Nick Emmanwori, the highest second-rounder left unsigned, will set the precedent for the slot below \u2014 and all subsequent dominoes could fall at once.<\/p>\n<p>The 60th pick in 2024, Cole Bishop, saw just over half of his rookie deal guaranteed. The overall value of Harvey\u2019s deal is set at roughly $7.3 million. If beefed-up numbers from the top of this year\u2019s second round trickle down to the bottom, it\u2019ll mark a truly historic development in NFL rookie negotiation.<\/p>\n<p>It\u2019s unlikely this large-scale standoff lasts excessively long, as NFL teams generally aren\u2019t in the business of delaying second-round pick development over a few guaranteed millions. After the Broncos brought in veteran RB J.K. Dobbins well into offseason activities, Harvey\u2019s growth in camp is crucial as a potential tandem back in head coach Sean Payton\u2019s offense this fall.<\/p>\n<p>But just two days remain until rookie cleats hit turf in Dove Valley.
