That news came in a Sept. 4 letter from D.C. zoning administrator Kathleen Beeton to Commanders Head of Real Estate Andy VanHorn, following up a June 16 meeting during which D.C. zoning officials met with the team to \u201caddress the impacts of the 1910 Height Act on the 65,000-seat stadium planned for the RFK Stadium campus.\u201d The D.C. Council is scheduled to \u201ctake a final vote Sept. 17\u201d on a $1B public investment in the <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/04\/28\/commanders-dc-reach-37b-deal-for-roofed-stadium-at-rfk-site\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/04\/28\/commanders-dc-reach-37b-deal-for-roofed-stadium-at-rfk-site\/\">$3.8B stadium project<\/a>. The Commanders are <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/08\/21\/commanders-president-expects-new-stadium-architect-decision-in-next-couple-months\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/08\/21\/commanders-president-expects-new-stadium-architect-decision-in-next-couple-months\/\">closing in on an architect<\/a>, and that designer will \u201cneed to be clear on any regulatory restrictions if it wants to get to work immediately,\u201d with the team hoping to \u201copen the stadium by 2030.\u201d According to the Height Act, domes \u201cdon\u2019t count toward building height.\u201d Beeton in her letter wrote as long as \u201call stadium seating is located entirely below 130 feet,\u201d the dome \u201ccan exceed the Height Act limit and the project will remain in line with the law.\u201d The letter does not address if there is a theoretical limit on the height of the dome (<a href=\"https:\/\/www.bizjournals.com\/washington\/news\/2025\/09\/10\/commanders-stadium-dome-height-act-zoning.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.bizjournals.com\/washington\/news\/2025\/09\/10\/commanders-stadium-dome-height-act-zoning.html\">WASHINGTON BUSINESS JOURNAL, 9\/10<\/a>).<\/p>\n<p class=\"c-paragraph sections-facilities \">HOME STRETCH: In D.C., Ben Peters reports D.C. Council Chair Phil Mendelson \u201cbelieves he has the votes to send legislation\u201d for the new stadium \u201cacross the finish line.\u201d Nine councilmembers <a href=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/08\/01\/commanders-new-stadium-at-rfk-site-passes-first-round-of-dc-council-voting\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sportsbusinessjournal.com\/Articles\/2025\/08\/01\/commanders-new-stadium-at-rfk-site-passes-first-round-of-dc-council-voting\/\">voted in favor at early August\u2019s first reading<\/a>.
