{"id":729397,"date":"2026-02-04T18:43:31","date_gmt":"2026-02-04T18:43:31","guid":{"rendered":"https:\/\/www.rawchili.com\/nfl\/729397\/"},"modified":"2026-02-04T18:43:31","modified_gmt":"2026-02-04T18:43:31","slug":"olathe-approves-local-tax-dollars-for-chiefs-relocation-deal-theres-really-nothing-to-lose-here-kcur","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nfl\/729397\/","title":{"rendered":"Olathe approves local tax dollars for Chiefs relocation deal: &#8216;There\u2019s really nothing to lose here&#8217; | KCUR"},"content":{"rendered":"<p>Olathe Mayor John Bacon addressed the City Council Chambers at the beginning of last night\u2019s City Council meeting.<\/p>\n<p>\u201cThe Chiefs are moving to Kansas,\u201d he said.<\/p>\n<p>A mixture of claps and boos came in response.<\/p>\n<p>Every seat was taken, and dozens more residents stood in the back of the room. The meeting\u2019s attendees were lively \u2014 sometimes interrupting city councilmembers who spoke in favor of the partnership with the Kansas City Chiefs.<\/p>\n<p>Ultimately, the Olathe City Council voted 7-0 to approve local tax incentives to help fund the Chiefs\u2019 new headquarters and training facility, set to be located at Ridgeview Road and College Boulevard.<\/p>\n<p>The decision marks Olathe\u2019s first formal action connected to the Chiefs\u2019 broader relocation plan <a href=\"https:\/\/johnsoncountypost.com\/2025\/12\/22\/kansas-city-chiefs-will-bring-new-hq-and-training-facility-to-olathe-276619\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">announced in December<\/a>, which includes a new $3 billion domed stadium in Wyandotte County. (<a href=\"https:\/\/fox4kc.com\/sports\/chiefs\/dozens-criticize-proposed-kansas-city-kansas-deal-for-chiefs-stadium\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">The Wyandotte County Commission is set to vote on its own local incentives for the stadium on Thursday.<\/a>)<\/p>\n<p>Before the hearing, City Attorney Ron Shafer gave a presentation about the project, which included new details about what else will sit on the 165-acre site.<\/p>\n<p>Shafer said on top of the $300 million for the headquarters and training facility, another $100 million will go towards \u201cancillary developments\u201d like restaurants and hotels.<\/p>\n<p>How it works<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"Kansas City Chiefs owner Clark Hunt, right, and Kansas Gov. Laura Kelly, pose for a photo during an event announcing the team will leave Arrowhead Stadium in Kansas City, Mo. for a new stadium that will be built across the Kansas-Missouri state line and be ready for the start of the 2031 season, during an event Monday, Dec. 22, 2025 in Topeka, Kan.<\/p>\n<p>The approved <a href=\"https:\/\/olatheks.legistar.com\/MeetingDetail.aspx?ID=1350152&amp;GUID=0B665674-877E-4FE4-A49A-F8BE1D80898A&amp;Options=&amp;Search=\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">ordinance<\/a> allows Olathe to pledge certain local sales and hotel tax revenues generated within a defined \u201cbase revenue area.\u201d<\/p>\n<p>Those revenues would help repay STAR bonds issued by the Kansas Development Finance Authority.<\/p>\n<p>Under the ordinance, the city pledges:<\/p>\n<p>Its 1% general sales tax not already committed to other uses, that is raised on the 165-acre site.Its share of county sales tax generated on the site.7% of the city\u2019s 9% transient guest tax on hotels within the area.<\/p>\n<p>Voter-approved street and park sales taxes and taxes tied to other special taxing districts are excluded.<\/p>\n<p>City officials emphasized the bonds would not be a debt obligation for Olathe and would be repaid only through new tax revenue generated within the 165-acre project area.<\/p>\n<p>\u201cIf the bonds don\u2019t get paid off or something goes sideways, it is investor risk. We are not on the hook,\u201d Councilmember Robyn Essex said. \u201cI\u2019m going to say that a couple more times \u2014 this is not taxpayer risk.\u201d<\/p>\n<p>Olathe\u2019s participation applies only to the 165-acre headquarters site at College and Ridgeview, <a href=\"https:\/\/www.kansascommerce.gov\/wp-content\/uploads\/2025\/12\/STAR-Bond-Chiefs-map.pdf\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">not the broader STAR bond district being considered by the state,<\/a> which encompasses all of Wyandotte County and a big chunk of Johnson County, including nearly all of Olathe.<\/p>\n<p>That means municipal sales tax revenue raised in other parts of the city would not go towards the project, though the state\u2019s portion of future sales tax growth in the city could.<\/p>\n<p>\u201cThat area is currently empty,\u201d Councilmember Matthew Schonoover said, referring to the site at College and Ridgeview. \u201cWe are not currently generating any sales tax on this otherwise empty spot of land. There\u2019s really nothing to lose here.\u201d<\/p>\n<p>Shafer told the council the site currently generates little to no sales or guest-tax revenue and that only future revenue growth would be pledged.<\/p>\n<p>&#8216;Insulting to the citizens of the city&#8217;<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"Kansas City Chiefs tailgaters set up before the AFC Championship Game at Arrowhead Stadium, Jan. 31, 2022.\"  width=\"880\" height=\"587\" loading=\"lazy\" src=\"https:\/\/www.rawchili.com\/nfl\/wp-content\/uploads\/2025\/06\/1750579632_710_\"\/><\/p>\n<p>Carlos Moreno<\/p>\n<p>\/<\/p>\n<p>KCUR 89.3 <\/p>\n<p>Kansas City Chiefs tailgaters set up before the AFC Championship Game at Arrowhead Stadium, Jan. 31, 2022.<\/p>\n<p>Most of the two dozen speakers at the public hearing urged the city council to vote against the ordinance, citing a lack of transparency in the process.<\/p>\n<p>\u201cI feel like it\u2019s a little insulting to the citizens of the city that all of this is not already out in the open,\u201d Jeremy Thurston said. \u201cIf you make this commitment, you\u2019re going to be losing that money that could go into some other effort, such as housing.\u201d<\/p>\n<p>Other speakers said the project doesn\u2019t actually benefit the city and argued that the money could be better spent elsewhere.<\/p>\n<p>Some said the council is only supporting the move because of the allure of being involved with the Chiefs.<\/p>\n<p>\u201cWe get no benefits, as I see from this, except bragging rights,\u201d Dianne Killian said. \u201cBragging rights don\u2019t feed people, and they don\u2019t put roofs over people\u2019s heads.\u201d<\/p>\n<p>In an <a href=\"https:\/\/www.facebook.com\/johnsoncountypost\/videos\/25467001956326421\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">interview with the Post last month,<\/a> Geoffrey Propheter, an economist and expert on sports facility financing at the University of Colorado, Denver, criticized the deal, sharing a similar sentiment.<\/p>\n<p>\u201cThe political benefits to lawmakers approving this are photo ops, chances to rub shoulders with athletes,\u201d he said. \u201cThere\u2019s a legacy and ego-building component.\u201d<\/p>\n<p>But Propheter said that the economics of the Chiefs deal don\u2019t work in favor of the city.<\/p>\n<p>\u201cIt\u2019s the diversion part that people need to focus on because all that money above the baseline amount, it doesn\u2019t go into general fund for general services, it goes to debt,\u201d he said. \u201cSo what happens to all the expenditures that would be funded by that additional revenue?\u201d<\/p>\n<p>&#8216;Once-in-a-lifetime opportunity&#8217;<\/p>\n<p>Even though 20 of the 26 speakers in attendance were against the city pledging local tax incentives, some residents spoke in favor of the move.<\/p>\n<p>\u201cLocal businesses will have more opportunity for growth. Jobs will be created. Businesses will be started.
