{"id":851059,"date":"2026-04-03T09:35:55","date_gmt":"2026-04-03T09:35:55","guid":{"rendered":"https:\/\/www.rawchili.com\/nfl\/851059\/"},"modified":"2026-04-03T09:35:55","modified_gmt":"2026-04-03T09:35:55","slug":"what-to-know-about-the-kansas-sports-authority-that-will-oversee-the-new-chiefs-stadium-kcur","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nfl\/851059\/","title":{"rendered":"What to know about the Kansas sports authority that will oversee the new Chiefs stadium | KCUR"},"content":{"rendered":"<p>Kansas lawmakers have voted to create an 11-member sports authority to carry out a <a href=\"https:\/\/www.kcur.org\/politics-elections-and-government\/2025-12-22\/kansas-city-chiefs-star-bonds-approval\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">$3 billion stadium deal<\/a> with the Kansas City Chiefs.<\/p>\n<p>If Democratic Gov. Laura Kelly signs legislation creating the authority, she will call into existence a unique entity comprising state, local and corporate leaders who will carry out a stadium project that has drawn <a href=\"https:\/\/www.kcur.org\/politics-elections-and-government\/2026-01-28\/kansas-chiefs-star-bonds-criticized-democrats-republicans\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">bipartisan skepticism<\/a>.<\/p>\n<p>Lawmakers also voted to extend the tax incentive deal to bring the Chiefs to Kansas, which has been polarizing in ways that don\u2019t cleave neatly along party lines. Kelly and her Democratic administration joined forces with Republican leaders in the state Legislature to champion the project.<\/p>\n<p>Proponents of Sales Tax and Revenue, or \u201cSTAR,\u201d bonds boast that the financing method does not create new taxes. Rather, for the Chiefs deal, private investors will buy bonds, which will provide up to 60% of the construction costs for the stadium.<\/p>\n<p>Then, once the Chiefs start playing games at their new stadium in 2031, state and local governments will use the additional sales tax revenue generated around the Wyandotte County stadium, Johnson County facilities and entertainment districts to pay those bondholders back \u2014 plus interest.<\/p>\n<p>On the House floor last week, Republican state Rep. Sean Tarwater of Overland Park praised the Hunt family, who owns the Chiefs, for their philanthropy.<\/p>\n<p>\u201cThis bill is about jobs and investments, but it&#8217;s also about where that spirit of giving will continue,\u201d Tarwater said. \u201cWhy not Kansas?\u201d<\/p>\n<p>Detractors have been just as passionate, framing the deal as a giveaway to the Chiefs\u2019 billionaire owners with dubious prospects for a return on investment.<\/p>\n<p>Republican state Sen. Mike Thompson of Shawnee <a href=\"https:\/\/www.youtube.com\/watch?v=7DChMlMPcF8\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> the deal will \u201clive in infamy,\u201d echoing President Franklin D. Roosevelt\u2019s remarks after <a href=\"https:\/\/www.archives.gov\/milestone-documents\/joint-address-to-congress-declaration-of-war-against-japan\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">the bombing of Pearl Harbor<\/a> in 1941.<\/p>\n<p>The state Legislature\u2019s vote to create a quasi-governmental group to implement the plan is a major step in finalizing a deal that will affect Kansas for decades.<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"Screenshot of a livestream from Jan. 21, when Chiefs attorney Korb Maxwell answered questions from lawmakers during a joint committee meeting in Topeka.\"  width=\"880\" height=\"880\" loading=\"lazy\" src=\"https:\/\/www.rawchili.com\/nfl\/wp-content\/uploads\/2026\/01\/1769604441_912_.png\"\/><\/p>\n<p>Screenshot by Zane Irwin<\/p>\n<p>\/<\/p>\n<p> Kansas Legislature YouTube<\/p>\n<p>Screenshot of a livestream from Jan. 21, when Chiefs attorney Korb Maxwell answered questions from lawmakers during a joint committee meeting in Topeka.\u00a0<\/p>\n<p>Why is a sports authority needed?\u00a0<\/p>\n<p>It\u2019s common for stadiums to be owned and operated by public entities, such as the Jackson County Sports Complex Authority, which has operated Missouri\u2019s Truman Sports Complex containing stadiums for the Chiefs and Royals.<\/p>\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=wC3H1M-3brg\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">In a meeting<\/a> with Kansas lawmakers in January, Chiefs attorney Korb Maxwell said creating a public authority to oversee the stadium\u2019s construction and upkeep was a linchpin of the deal.<\/p>\n<p>If it was privately operated, Maxwell said, the $1.8 billion in bonds that the NFL team received would be subject to steep federal income taxes.<\/p>\n<p>\u201cThat would blow a huge hole in the budget for this project and frankly would not allow it to move forward,\u201d he said.<\/p>\n<p>What would the authority do?\u00a0<\/p>\n<p>According to the bill that would create the group, the new Chiefs authority would \u201cprovide for the construction, financing, management and long-term use of sports facilities and sports facility infrastructure.\u201d<\/p>\n<p>That includes oversight of a Superbowl-capable domed stadium in Wyandotte County, team headquarters and a practice facility in Olathe, plus surrounding commercial districts.<\/p>\n<p>The authority would be able to buy and sell property \u2014 without having to pay property taxes on it. It would be exempt from rules that typically require a competitive bidding process for state government contracts.<\/p>\n<p>Practically all of the powers needed to mount the historically large stadium project, including hiring staff, buying insurance, charging rents and hiring contractors, would be in the authority\u2019s hands.<\/p>\n<p>The entity would face annual independent audits and be subject to state laws that require public meetings and records.<\/p>\n<p>Who would be on the authority?\u00a0<\/p>\n<p>The group would consist of 11 voting members \u2014 including, to critics\u2019 dismay, a representative from the Chiefs.<\/p>\n<p>The mayor of Kansas City, Kansas, currently Christal Watson, and the mayor of Olathe, currently John Bacon, would also be able to appoint representatives.<\/p>\n<p>But the cities must maintain full cooperation with the terms of the deal to keep their memberships, including uninterrupted participation in the STAR Bonds tax incentive deal that brought the Chiefs across the state line.<\/p>\n<p>Other members of the board would be appointed by:<\/p>\n<p>The governor (currently Democrat Laura Kelly)The president of the state Senate (currently Republican Ty Masterson)The Senate majority leader (currently Republican Chase Blasi)The Senate minority leader (currently Democrat Dinah Sykes)The speaker of the House (currently Republican Dan Hawkins)The House majority leader (currently Republican Chris Croft)The House minority leader (currently Democrat Brandon Woodard)The state secretary of commerce (currently Lt.
