{"id":852656,"date":"2026-04-04T04:23:18","date_gmt":"2026-04-04T04:23:18","guid":{"rendered":"https:\/\/www.rawchili.com\/nfl\/852656\/"},"modified":"2026-04-04T04:23:18","modified_gmt":"2026-04-04T04:23:18","slug":"packers-say-changes-to-nearly-70-year-old-law-could-pose-threat-to-franchise","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nfl\/852656\/","title":{"rendered":"Packers say changes to nearly 70-year-old law could pose threat to franchise"},"content":{"rendered":"<p>GREEN BAY (NBC 26) \u2014 A congressional committee is reviewing the Sports Broadcasting Act (SBA) of 1961, but Packers leaders say changes could be devastating to the future of the franchise.<\/p>\n<p>In part, the act allows professional sports leagues to collectively negotiate their national television rights with broadcast networks like NBC, FOX, CBS and ABC. <\/p>\n<p>Since it went into effect nearly 70 years ago, all national television money has been shared equally by all teams across the league.<\/p>\n<p>Aaron Popkey, the Packers&#8217; director of public affairs, said the current model helps maintain competitive balance across the league.<\/p>\n<p>&#8220;The (Sports Broadcasting Act) is what allows the Packers to be viable, competitive and successful,&#8221; Popkey told NBC 26 on Friday. &#8220;Being able to share revenue allows the Packers, in the smallest market by far, to be competitive with other teams in the NFL. <\/p>\n<p>&#8220;Fast forward to today, there would be no way the Packers could exist without that structure,&#8221; Popkey added.<\/p>\n<p>Last week, Popkey sent a letter to several of Wisconsin&#8217;s federal lawmakers saying changes could pose an &#8220;existential threat&#8221; to the Packers.<\/p>\n<p>Prior to the bill&#8217;s passage in 1961, NFL teams negotiated their own television deals individually. <\/p>\n<p>Popkey said he&#8217;s not sure if that model would return, but did say the franchise believes the current model is better for small market teams like the Packers.<\/p>\n<p>A passage from The Greatest Story in Sports, a book written by Packers historian Cliff Christl, highlights just how important the SBA was to the sustainability franchise in the 1960s.<\/p>\n<p>Christl writes that while some &#8220;big-city&#8221; owners were initially resistant to the idea of a single-network television contract, Vince Lombardi and Steelers owner Dan Rooney helped commissioner Pete Rozelle convince owners of large-market teams to agree to sign the deal and share money equally among all teams.<\/p>\n<p>&#8220;If Green Bay lost its television money, they wouldn&#8217;t have a balanced league,&#8221; Rozelle is quoted as saying in Christl&#8217;s book. &#8220;It was an altruistic decision on their part.&#8221;<\/p>\n<p>Christl attributes hat quote from Rozelle to Michael MacCambridge&#8217;s book, America&#8217;s Game.<\/p>\n<p>While a federal judge initially voided the television contract with CBS, congress later passed the measure which was later signed into law by President John. F. Kennedy.<\/p>\n<p>At the time, Tex Schramm &#8211; the GM of the Cowboys and a former television executive &#8211; said the packaged contract would be the &#8220;sole difference between profit and loss&#8221; and without it &#8220;the small clubs would be out of business,&#8221; according to Christl.<\/p>\n<p>&#8220;It was Pete Rozelle and other clubs that convinced the owners to share their revenue knowing that that was going to provide the structure that teams could be competitive,&#8221; Popkey said Friday. &#8220;And that&#8217;s where the popularity of the NFL comes from.&#8221;<\/p>\n<p>The Senate Judicial Committee is re-evaluating the law, citing potential anti-trust issues.<\/p>\n<p>&#8220;The current state of the sports broadcasting market has changed considerably since the 1960s,&#8221; the committee said in <a class=\"Link\" href=\"https:\/\/judiciary.house.gov\/media\/press-releases\/judiciary-committee-requests-briefing-major-sports-leagues-sports-broadcasting\" rel=\"nofollow noopener\" target=\"_blank\">a press release<\/a> last year.<\/p>\n<p>Committee leaders have requested to meet with the commissioners of all four major sports leagues.<\/p>\n","protected":false},"excerpt":{"rendered":"GREEN BAY (NBC 26) \u2014 A congressional committee is reviewing the Sports Broadcasting Act (SBA) of 1961, but&hellip;\n","protected":false},"author":2,"featured_media":852657,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":"","_share_on_mastodon":"0"},"categories":[2072],"tags":[7,41,345,2514,2513,6,428,16300,6378,325,1957,4029],"class_list":{"0":"post-852656","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-green-bay-packers","8":"tag-football","9":"tag-green-bay","10":"tag-green-bay-packers","11":"tag-greenbay","12":"tag-greenbaypackers","13":"tag-nfl","14":"tag-packers","15":"tag-revenue","16":"tag-senate","17":"tag-sharing","18":"tag-television","19":"tag-threat"},"share_on_mastodon":{"url":"https:\/\/channels.im\/@nfl\/116344535068160244","error":""},"_links":{"self":[{"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/posts\/852656","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/comments?post=852656"}],"version-history":[{"count":0,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/posts\/852656\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/media\/852657"}],"wp:attachment":[{"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/media?parent=852656"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/categories?post=852656"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.rawchili.com\/nfl\/wp-json\/wp\/v2\/tags?post=852656"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
