The NFL informed the Bears today they will not receive compensatory picks,&#8221; the league said in a statement shared by NFL Network&#8217;s <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/x.com\/RapSheet\/status\/2040096051906895897?s=20\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ian Rapoport<\/a>.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">&#8220;The policy is designed to provide picks for the Primary Football Executive position. The League determined Mr. Cunningham did not fill that role with the Falcons as it is defined in League rules.&#8221;<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">The NFL originally ruled on March 9 that the Bears would not receive any compensatory picks, indicating the league sees Falcons president of football Matt Ryan and not Cunningham as the club&#8217;s primary football executive, per NFL Network&#8217;s <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/x.com\/MikeGarafolo\/status\/2031104719859364099?s=20\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mike Garafolo<\/a>.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">Chicago appealed that initial decision, which is now final, per Rapoport.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">The Bears were seeking compensation under the NFL&#8217;s <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/operations.nfl.com\/inside-football-ops\/inclusion\/the-rooney-rule\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rooney Rule<\/a>, which allots teams third-round picks in consecutive drafts if one of their minority coaches or executives is hired by another team.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">The rule specifically <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/overthecap.com\/2020-resolution-jc-2a#google_vignette\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">states<\/a> a team can receive compensation only if their employee is hired &#8220;as either a head coach or primary football executive.&#8221; The split between the NFL and the Bears apparently hinges on the word &#8220;primary.&#8221;<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">Bears general manager Ryan Poles had <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/www.nbcsports.com\/nfl\/profootballtalk\/rumor-mill\/news\/ryan-poles-rule-giving-picks-to-teams-that-develop-minority-coaches-and-gms-is-strange\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">told reporters<\/a> back at the NFL scouting combine in February he felt the policy was &#8220;a little strange,&#8221; but that he felt the Bears should benefit from it under current rules.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">&#8220;At the end of the day, that&#8217;s not the purpose of why we develop our staff, but if that&#8217;s the rule they have in place, then I think it&#8217;s very clear in this situation what should happen,&#8221; Poles said in February.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">ESPN&#8217;s <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/x.com\/CourtneyRCronin\/status\/2039371787700695282?s=20\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Courtney Cronin<\/a> reported earlier this week that Bears president Kevin Warren, chairman George McCaskey and Poles had recently met with commissioner Roger Goodell in order to make their case.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">Ryan seemingly helped the Bears&#8217; case on Monday, when he told NBC Sports&#8217; <a class=\"MuiTypography-root MuiTypography-inherit MuiLink-root MuiLink-underlineAlways MuiTypography-root MuiTypography-bp_small__ui__link__medium_strong css-lu48cp\" href=\"https:\/\/www.nbcsports.com\/nfl\/profootballtalk\/rumor-mill\/news\/matt-ryan-ian-cunningham-is-a-general-manager\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mike Florio<\/a> that Cunningham was unquestionably the Falcons&#8217; general manager.<\/p>\n<p class=\"MuiTypography-root MuiTypography-bp_small__body__article__medium css-1vqr2el\">&#8220;I mean you talk about things that are coming on your desk every day, management council things, different things like that, why they rule certain ways, why they don&#8217;t rule certain ways.
