Brook Park Mayor Edward Orcutt is asking the city council to \u201cauthorize a pre-development agreement\u201d with the Browns, \u201csetting the stage for a yet-to-be created public community authority to eventually own the club\u2019s new stadium and lease it back to the team,\u201d according to Rich Exner of the Cleveland PLAIN DEALER. Under an outline of the deal, the city would receive $24.8M from a Browns\u2019 affiliate known as StadCo to \u201ccover startup expenses incurred by the city.\u201d The ordinance would authorize the mayor, finance director and law director to \u201cnegotiate and execute the project documents.\u201d Haslam Sports Group has \u201clong discussed its plan for a community authority — overseen by representatives of both the city and the team — to own the facility.\u201d This would be similar to the arrangement the Crew, also owned by HSG, have with their stadium. StadCo would \u201cconvey the stadium to either the community authority, or, if the community authority is not formed, to the city,\u201d and then would \u201coperate the stadium under a lease.\u201d Orcutt is asking the city council to \u201cpass the ordinance on an emergency basis to speed the process,\u201d with the Browns\u2019 goal to open the stadium for the start of the 2029 season.
