{"id":860338,"date":"2026-04-08T05:49:14","date_gmt":"2026-04-08T05:49:14","guid":{"rendered":"https:\/\/www.rawchili.com\/nfl\/860338\/"},"modified":"2026-04-08T05:49:14","modified_gmt":"2026-04-08T05:49:14","slug":"brook-park-begins-considering-pre-development-plan-that-could-outline-future-ownership-of-new-domed-stadium-for-cleveland-browns","status":"publish","type":"post","link":"https:\/\/www.rawchili.com\/nfl\/860338\/","title":{"rendered":"Brook Park begins considering pre-development plan that could outline future ownership of new domed stadium for Cleveland Browns"},"content":{"rendered":"<p>Brook Park city leaders reviewed a key agreement for the Cleveland Browns&#8217; new stadium, set to open in 2029, aiming to balance financial risks and benefits.<\/p>\n<p>BROOK PARK, Ohio \u2014 Brook Park city leaders held the first reading of a <a href=\"https:\/\/www.wkyc.com\/article\/sports\/nfl\/browns\/brook-park-cleveland-browns-stadium-25-million-development-deal-community-authority-stadco-haslam-sports-group\/95-a1a8e3ac-89a8-4534-b109-ffa38bd67a7a\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pre-development agreement<\/a> Monday that could pave the way for the <a href=\"https:\/\/www.wkyc.com\/browns\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Cleveland Browns<\/a>&#8216; new stadium and outline who would eventually own the facility.\u00a0<\/p>\n<p>Mayor Edward Orcutt called the plan essential to moving the project forward.<\/p>\n<p>&#8220;The dominoes are starting to fall,&#8221; Orcutt said during the council meeting.<\/p>\n<p><a href=\"https:\/\/www.wkyc.com\/article\/sports\/nfl\/browns\/cleveland-browns-brook-park-stadium-enclosed-dome-digging-excavation-underway\/95-b955d147-016f-46fd-a46f-50df912f0062\" rel=\"nofollow noopener\" target=\"_blank\">Dirt has already begun moving at the stadium site<\/a>. A ceremonial groundbreaking is planned for April 30, with the Browns aiming to open the 67,500-seat &#8220;Super Theater&#8221; stadium in time for the 2029 NFL season.<\/p>\n<p>Under the proposed agreement, StadCo, the Browns&#8217; development affiliate, would pay Brook Park $24.8 million to cover startup costs and city expenses through 2029. The payment replaces the waiver of permit fees and the sales tax exemption, and Orcutt says the money would help cover permits, expanded fire and police services, and city staff positions needed during development.<\/p>\n<p>The agreement also lays out the potential ownership structure for the stadium. City leaders hope to create a public-community authority to own the facility, with the Browns leasing it back and handling daily operations.\u00a0<\/p>\n<p>Orcutt believes this arrangement protects the city from taking on too much financial risk.<\/p>\n<p>&#8220;We want to make sure that we&#8217;re successful in making sure we can afford this project as a whole as a public-private investment to this region, and this is just one of those ways that will help us be a little more successful,&#8221; the mayor said.<\/p>\n<p>Monday marked the first reading of the plan before city council. Officials fast-tracked the proposal, and Orcutt says he hopes it could be approved by the end of April.\u00a0<\/p>\n<p>City leaders say the plan ensures Brook Park is financially protected while preparing for one of the largest sports and entertainment developments in Northeast Ohio.
