Tom Brady tried to kick him when he was on the ground.
That’s how you know he’s getting special treatment: he got a historically unprecedented call AND let off the hook for trying to kick dude.

What’s the incentive to NOT plow the QB as hard as you can if you’re getting penalized for clean sacks? What wouldn’t Grady slam TB’s head into the ground as hard as he can next time if it’s 15 yards either way?
One other point on this matter:
If I’m a defender in the NFL and I’m going against Brady, I’m being extremely violent towards him from now on. Over the top.
Because you’re gonna get called for roughing no matter what you do (literally). You might as well do the crime.
