NHL Commissioner Gary Bettman presides over the 2023 NHL Draft Lottery from Secaucus, New Jersey. Participants in the Draft Lottery included all teams that did not qualify for the 2023 Stanley Cup Playoffs (or the teams that have acquired the first-round drafting positions of those non-playoff teams).
Two draws were conducted to determine the order of selection for the first 16 picks in the First Round of the Draft. Among the changes to the Draft Lottery format announced on March 23, 2021, there was a limit on the total number of selections (10) a team participating in the Draft Lottery could “move up” in the event it won one of the Lottery Draws. Thus, only the top 11 seeds were eligible to receive the first overall selection.

How do we know that was a 9 and not a 6…couldn't be any more ambiguous. There should be a line underlining the bottom side so the # is clear. Based on the pdf they released for the number combinations and teams, 4, 5, 9, 13 is Chicago, but 4, 5, 6, 13 is Anaheim. Coincidence? Nah they can rig this if they want to and blur the lines any way they want to manipulate the 'odds'
Bettman sure seems tired from having to record the same thing dozens of times before he got the outcome he wanted.
I know it's not sexy TV but the NHL should just have broadcasted this live with Gary Bettman reading all the legal mumbo jumbo and watching the ping pong lottery balls bounce around. its much more entertaining and dramatic seeing who has the winning combination versus what they actually broadcast on television…

The Draft is definitely NOT rigged. All the 31 other fanbases just got hired as "Salt Miners" last night and can't help themselves.
They just jealous that we all got 3 cups in our lifetimes (probably gunna be more) and they all have 1 or none!!! With the exception of Pittsburgh, LA, & Tampa fans ofc.
