Josh Bailey clears waivers; becomes free agent | Can the Islanders “legally” sign him now?

Now that Bailey is a UFA, is it feasible / permissible for the Islanders to sign him as a UFA to a league minimum contract? I mean, it seems like an obvious cap circumvention bypass, but I’m wondering if it’s possible since the Blackhawks waived him, and not us, and we already lost a pick for it.
