That is not really what happened though. Terry looked to the ref who pointed him to the LOS and Terry looked away and gave a thumbs up to the official. Terry is also very clearly not covering the tackle when the ball is snapped. It is a stupid ticky-tacky penalty, but I don’t mind it because it was technically correct.
Now, the Giants DB turning himself into a backpack is a play that needs to be called for the exact same reason, it is against the rules.
